A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
EXECUTE AND SUBMIT AN APPLICATION TO THE CALIFORNIA
STATE DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT FOR FUNDING UNDER THE LOCAL HOUSING
TRUST FUND PROGRAM;AND,IF SELECTED,THE EXECUTION OF A
STANDARD AGREEMENT, ANY AMENDMENTS THERETO, AND ANY
RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE
LOCAL HOUSING TRUST FUND PROGRAM
WHEREAS, the California Department of Housing and Community Development
(hereinafter referred to as "the Department") is authorized to allocate Local Housing Trust Fund
Program ("LHTF Program") funds made available from the Housing and Emergency Shelter Act
of 2006. LHTF Program funds are to be used for the purposes set forth in Section 50843.5 of the
Health and Safety Code and any implementing regulations developed by the Department.
WHEREAS, on February 26, 2014, the Department issued a Notice of Funding
Availability announcing the availability of funds under the LHTF Program (the "NOFA").
WHEREAS, in response to the NOFA,the City of Redding(the"Applicant"), a municipal
corporation and general law city, wishes to submit an application to the Department for, and
receive an allocation of, LHTF Program funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
HEREBY RESOLVE THAT:
1. In response to the NOFA, the Applicant shall submit an application to the
Department to participate in the LHTF Program and for an allocation of funds not
to exceed one million dollars ($1,000,000) for the following activities and/or
programs:
a. To provide loans for predevelopment expenses, acquisition,
construction, and/or rehabilitation projects that include multi-family rental
units, homeownership assistance and emergency shelters.
b. Eligible projects will be located within the limits of the City of
Redding.
2. If the application for funding is approved, the Applicant hereby agrees to use the
LHTF Program funds for eligible activities in the manner presented in its
application as approved by the Department in accordance with the statute and
guidelines cited above. It also may execute a standard agreement, any Q
amendments thereto, and any and all other documents or instruments necessary or .�
required by the Department for participation in the LHTF Program (collectively,
the required documents).
3. The City Council of the City of Redding authorizes the City Manager, or his
designee, to execute in the name of the City of Redding, the application, the
Standard Agreement, and all other documents required by the Department for
participation in the LHTF Program, and any amendments thereto.

I HEREBY CERTIFY that the foregoing resolution was introduced and read at a Regular
Meeting of the City Council of the City of Redding on the 15th day of April, 2014, and was duly
adopted at said meeting by the following vote:
