AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 18
(ZONING), CHAPTER 18.15 (ZONING EXCEPTIONS) BY AMENDING
SECTIONS 18.15.030 AND 18.15.040; CHAPTER 18.36 ("PF" PUBLIC
FACILITIES DISTRICT) BY REPEALING FOOTNOTE 2 IN SCHEDULE
18.36.030-A;CHAPTER 18.40(DEVELOPMENT AND SITE REGULATIONS)BY
AMENDING SECTION 18.40.180; CHAPTER 18.41 (OFF-STREET PARKING
AND LOADING) BY AMENDING SECTION 18.41.030 AND AMENDING THE
"SPACE REQUIREMENTS"LANGUAGE FOR"SIT-DOWN"RESTAURANTS
IN SCHEDULE 18.41.040-A; CHAPTER 18.43 (STANDARDS FOR SPECIFIC
LAND USES) BY AMENDING SECTION 18.43.140 (SECOND DWELLING
UNITS)
WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to the
attached amendments to portions of Redding Municipal Code Title 18,Zoning Ordinance,on December
10, 2013, and recommended.that the City Council adopt said Addendum and amendments.
WHEREAS, the City Council held a duly noticed public hearing on this date, prior to the first
reading of this ordinance.
WHEREAS, the Addendum to the Mitigated Negative Declaration (attached to the staff report)
prepared for the amendments to Redding Municipal Code Title 18 appropriate,since there is no substantial
evidence,in light of the whole record before the City of Redding,that the proposed amendments will have
a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. The City Council hereby adopts the Addendum to the Mitigated Negative
Declaration prepared for the attached amendments to portions of Redding Municipal Code Title 18,
Zoning Ordinance.
Section 2. Title 18 (Zoning), Chapter 18.15 (Zoning Exceptions) is hereby amended by
amending Section 18.15.030 by repealing the text within subsection K but retaining the Subsection for
future use to read as follows:
18.15.030 Standards for which exceptions may be considered.
An exception may be considered for the following standards. Additional exceptions may be allowed if,
in the opinion of the director, they are of a similar nature or magnitude to those listed below:

Section 3. Title 18 (Zoning), Chapter 18.15 (Zoning Exceptions), Section 18.15.040 is hereby
amended by repealing subsection 18.15.040E.
Section 4. Title 18 (Zoning), Chapter 18.36 ("PF" Public Facilities District), Schedule
18.36.030-A is hereby amended to repeal footnote 2 of said schedule.
Section 5. Title 18 (Zoning), Chapter 18.40 (Development and Site Regulations), Section
18.40.180 is hereby amended to read as follows:
18.40.180 Walls and Fences
A. [No change to Subsection A]
B. Nonresidential Districts
1. Location. Fences or walls shall not be constructed within a street front or side setback area
unless a site development permit is approved by the Director.

Section 6. Title 18 (Zoning), Chapter 18.41 (Off-Street Parking and Loading) is amended by
amending Section 18.41.030 and Schedule 18.41.040-A to read as follows:
18.41.030 General Provisions
A. [No change to subsections A through I]
J. Off-Site, Off-Street Parking. For a nonresidential use, the Director may approve a Site
Development Permit authorizing up to 30 percent of the required off-street parking to be met at an
off-site location provided that such facilities: (1) are located within 400 feet of the proposed use,
(2) are improved to the standards of this chapter applicable at the time the parking lot was
constructed, (3) are not already being utilized under the requirements of this code, and (4) do not
require pedestrians to cross through an existing or planned 4-lane arterial street, unless separated
pedestrian access is provided. The Director shall require such documents, agreements,
commitments,and other evidence as deemed necessary in each particular case before such findings
are made.

Space Requirements
1 parking space for each 3 seats. Up to 30 percent of the number of seats provided indoors may
be provided outdoors without additional required parking, provided that the number of parking
spaces required for the number of indoor seats is met.
Section 7. Title 18 (Zoning), Chapter 18.43 (Standards for Specific Land Uses) is amended by
amending Section 18.43.140 to read as follows:
18.43.140 Second Dwellings
A. [No changes to subsections A or B]
C. Development Standards. One second-dwelling permit will only be issued on a lot if it complies with
the following development standards. Applications for a second dwelling shall include the following
information to assist the Director in determining compliance with this section: (1)elevations for all
building sides which show all openings, exterior finishes, roof pitch, and siding and roof materials
for the existing residence and the proposed second dwelling and(2)color photographs of the site and
adjacent properties taken from the proposed location of the second dwelling in the direction of all
property lines. The photographs shall be clearly labeled to identify the location and direction of the
photograph.

5. Height. A detached second-dwelling unit shall not exceed two stories or a maximum height of
22 feet-unless additional height is permitted with approval of a Site Development Permit by the
Director.

shall certify to the adoption thereof and cause its publication according to law.

of the City of Redding at a regular meeting on the 21"day of January,2014,and was duly read and adopted
at a regular meeting on the 4`h day of February, 2014, by the following vote:
