ORDINANCE NO. 2498
AN ORDINANCE AMENDING TITLE 14 (UTILITIES) CHAPTER
14.16 (SEWERS) BY AMENDING SECTIONS 14.16.404, 14.16.420,
14.16.560, 14.16.582, AND 14.16.700 RELATING TO CONFORMING
THE CODE TO RECOMMENDATIONS FROM THE CENTRAL
VALLEY REGIONAL WATER QUALITY CONTROL BOARD
FOLLOWING A PRETREATMENT COMPLIANCE INSPECTION
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Section 1. Title 14, Chapter 14.16, Sections 14.16.404, 14.16.420, 14.16.560, 14.16.582,
and 14.16.700 are amended to read as follows:
14.16.404
Duration of Permits.
Permits shall be issued for a specified time period, not to exceed five (5) years. Permits
issued for a period of time less than five (5) years may be extended at the discretion of the city,
however, the total duration of the original permit and any extensions shall not exceed five (5) years.
14.16.420 Wastewater discharge permit modification.
The city manager may modify a wastewater discharge permit for good cause, including, but
not limited to, the following:
A. [N 0 change to subsections A through H]
I. To address more stringent standards of pollution control or other more restrictive
requirements that are imposed on the city by federal or state law.
The filing of a request by the permittee for a wastewater discharge permit modification does
not stay any wastewater discharge permit condition. The owner shallbe informed of any proposed
changes in his or her permit at least sixty days (60) prior to the effective date of such change, and any
change or new compliance condition imposed upon the owner shall include provision for a reasonable
time schedule for the owner's compliance.
14.16.560 Inspection and Sampling
The city shall have the right to inspect the facilities of any industrial user to ascertain whether
or not the provisions of this chapter are being or have been complied with. The permit holder shall
allow the city or its agents access at all reasonable times to all portions of the owner's premises for
the purposes of inspection, sampling, records examination and copying, and the performance of
additional duties.

Prohibited Discharges.

8. Specific Prohibitions. In addition, the following pollutants shall not be processed or
stored in such a manner that they could be discharged to the POTW or introduced into
a POTW:
1. [No change to subsections B.l through 8.8]
9. Uncontaminated stormwater, uncontaminated groundwater, or uncontaminated
surface water;
10. [No change to subsections 8.10 through 8.19]
14.16.700 Civil Penalties
A. Any user which has violated or continues to violate this chapter, a wastewater
discharge permit, or an order issued hereunder, or any other pretreatment requirement
shall be liable for a minimum civil penalty of one thousand dollars per violation per
day and up to a maximum penalty of twenty-five thousand dollars per violation per
day. In the case of a monthly or other long-term average discharge limit, penalties
shall accrue for each day during the period of the violation.
8. [No change to subsections Band C]
Section 2. The passage of this ordinance is not a "project" according to the definition in
the California Environmental Quality Act, and therefore is not subject to the provisions requiring
environmental review.
