HomeMy WebLinkAboutReso 2013-033 - Stephen W. Strong j ,. e RESOLUTION NO. 2013-033 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING COMMENDING STEPHEN W. STRONG FOR OUTSTANDING DEDICATED SERVICE TO THE CITY OF REDDING WHEREAS, Stephen W. Strong began his career with the City of Redding on April 10, 1989, and served in various capacities in the Finance Department during his 24-year tenure before being appointed Director of Finance on June 29,2008; and WHEREAS, Mr. Strong has effectively managed the direction, organization, and operation of the Finance Department, including the accounting, auditing, budgeting, long-range financial planning, and capital outlay financing for the City and other legal entities controlled by the City; and WHEREAS, Mr. Strong's expertise in public accounting and finance is recognized by his peers, as evidenced by his appointment to the City of Anderson's Audit Committee for the past seven years; and WHEREAS, Mr. Strong has been active in the California Society of Municipal Finance Officers and the Government Finance Officers Association of the United States and Canada, including serving on its Committee on Accounting, Auditing, and Financial Reporting; and WHEREAS, Mr. Strong provided leadership in the Finance Department and was instrumental in the following: ' . The City being a recipient of the Government Finance Officers Association of the United States and Canada's (GFOA) Certificate of Achievement for Excellence in Financial reporting every year during his tenure with the City; Being one of the first entities in the United States to implementthe Governmental Accounting Standards Board (GASB) Statement 34 (GASB 34), including providing feedback to GASB on the process and difficulties encountered in its implementation; Converting the annual budget process to a biennial budget process; Overseeing the 10-year financial forecasting model for the General Fund; and Planning and accounting for the mandatory dissolution ofthe Redding Redevelopment Agency, including the set up of the Successor Agency and associated accounting processes, as well as the transfer of assets; Maintaining the City's "A" credit rating and financial integrity despite the severe recession that began in 2008; and . . . . . WHEREAS, Stephen W. Strong performed his duties with pride, integrity, and accountability, always looking out for the welfare of the organization. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby expresses its deep appreciation to Stephen W.
