ORDINANCE NO. 2497
AN ORDINANCE AMENDING TITLE 11 (VEHICLES AND TRAFFIC)
CHAPTER 11.28 (pARKING METERS) BY AMENDING SECTIONS
11.28.090 THROUGH 11.28.120 AND 11.28.140 AND ADDING NEW
SECTION 11.28.095 RELATING TO PARKING METER HOODS
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Section 1. Title 11, Chapter 11.28, Section 11.28.090 is amended to read as follows:
11.28.090 - Hood - Construction
Any person carrying on any building construction, alteration, repair or addition within the
parking meter zone may park his or her vehicle in violation of the provisions of subsections A and
B of Section 11.28.080; provided, that such person has complied in every respect with the following
regulations:
A. [No Change]
B. The driver of the vehicle has placed a parking meter hood on the meter; the hood or
hoods to be obtained in the following manner:
1. An application shall be filed with the City Treasurer; the application form to
be provided by the City Treasurer and to include the name of applicant, business address of
applicant, nature of the business carried on by applicant and a statement explaining the applicant's
need for a parking meter hood or hoods. The permit and parking meter hood or hoods may be issued
on an annual or semi-annual or quarterly basis at the rate of forty dollars per hood per year. In
addition to the hood fee, each applicant shall deposit the sum of five dollars for each hood, lock and
key issued, which deposit shall be returned to the applicant upon the surrender of the hood, lock and
key in good condition to the City Treasurer.
Section 2. Title 11, Chapter 11.28, Section 11.28.095 is added to read as follows:
11.28.095 - Hood - Courthouse or J ail Related Law Enforcement Transport Activity.
Any person engaged in courthouse or jail related law enforcement transport activity within
the parking meter zones surrounding the Shasta County Courthouse or the Shasta County Jail may
park his or her vehicle in violation of the provisions of subsections A and B of Section 11.28.080;
provided, that such person has complied in every respect with the following regulations:
A. The vehicle is being used at the time in performing the type of activity mentioned in
this section in the immediate vicinity of the parking meter space occupied by the
vehicle;

B. The driver of the vehicle has placed a parking meter hood on the meter; the hood or
hoods to be obtained in the following manner:
Section 3.

An alication shall be filed with the City TreAer; the application form to
be provided by the City Treasurer and to include the name of applicant,
business address of applicant, nature of the business carried on by applicant
and a statement explaining the applicant's need for a parking meter hood or
hoods. The permit and parking meter hood or hoods may be issued on an
annual or semi-annual or quarterly basis at the rate of forty dollars per hood
per year. In addition to the hood fee, each applicant shall deposit the sum of
five dollars for each hood, lock and key issued, which deposit shall be
returned to the applicant upon the surrender of the hood, lock and key in good
condition to the City Treasurer.

Upon completion of the application and receipt of the established fee and
hood deposit, the City Treasurer shall issue the permit hood, lock and key to
the applicant.
Title 11, Chapter 11.28, Section 11.28.100 is amended to read as follows:
11.28.100 - Hood - Utility.
Any public utility operating maintenance or service vehicles in the parking meter zone or a
city public parking lot may park its vehicles in violation of the provisions of subsections A and B
of Section 11.28.080; provided, that the public utility has complied in every respect with the
following regulations:
A. [No Change]
B. [No Change]
C. The driver of the vehicle has placed a parking meter hood on the meter, the hood or
hoods to be obtained in the following manner:
1. An application shall be filed with the City Treasurer; the application form to
be provided by the City Treasurer and to include the name of the public utility, business address of
applicant, nature of business carried on by applicant and a statement explaining the applicant's need
for a parking meter hood or hoods. The permit and parking meter hood or hoods may be issued on
an annual, semi-annual, or quarterly basis at the rate of forty dollars per year. More than one hood
may be issued upon payment of a single permit fee.
2. In addition to the permit fee, the applicant shall deposit the sum of five dollars
for each hood, lock and key issued, which deposit shall be returned to the applicant upon the
surrender of the hood, lock and key in good condition to the office of the City Treasurer.
Section 4. Title 11, Chapter 11.28, Section 11.28.110 is amended to read as follows:
11.28.110 - Hood - Loss.
The loss of any hood issued pursuant to Sections 11.28.090, 11.28.095 and 11.28.100 shall
be reported to the office ofthe City Treasurer not later than noon of the next succeeding business day
following the loss, and the permittee shall forfeit to the city the five dollars deposited as mentioned
in Sections 11.28.090, 11.28.095 and 11.28.100. The permittee shall also forfeit the deposit if the

hood in his possession be.es damaged beyond repair. In the e.t repair is practicable, the
permittee shall pay the cost of the repair.
Section 5. Title 11, Chapter 11.28, Section 11.28.120 is amended to read as follows:
11.28.120 - Hood - Revocation.
The City Treasurer may revoke any permit issued pursuant to Sections 11.28.090, 11.28.095
or 11.28.100 and immediately repossess any hoods issued thereunder for any of the following
reasons:

Section 6. Title 11, Chapter 11.28, Section 11.28.140 is amended to read as follows:
11.28.140 - Hood - Revocation Hearing.
In the event any parking meter hood permit issued pursuant to this chapter is revoked for
violation of the terms of this chapter the permittee shall immediately deliver it to the office of the
City Treasurer upon receipt of notice of revocation by mail. He may, in writing, request a hearing
into the reasons for the revocation before the city council. The hearing shall be at such time and
place as the city council may designate. Unless the city council, after hearing, waives the revocation,
or modifies the time, it shall remain in effect. No permittee shall be issued a new permit or hood
under the terms of this chapter within one hundred eighty days of the revocation.
Section 7. The passage ofthis ordinance is not a "project" according to the definition in
the California Environmental Quality Act, and therefore is not subject to the provisions requiring
environmental review.
I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the City
Council at a regular meeting on the 16th day of April, 2013; and was duly read and adopted at a
regular meeting on the 7th day of May, 2013, by the following vote:
