Il~ e - RESOLUTION NO. 2013-023 A RESOLUTION OFTHE CITY COUNCIL OFTHE CITY OF REDDING ADOPTING ADDENDUMS TO THE GENERAL PLAN ENVIRONMENTAL IMPACT REPORT AND AMENDMENTS TO THE REDDING GENERAL PLAN DIAGRAM (GP A-2012-00725) AND AMENDING THE REDDING GENERAL PLAN COMMUNITY DEVELOPMENT AND DESIGN ELEMENT AND PUBLIC FACILITIES AND SERVICES ELEMENT (GP A-2012-00879) WHEREAS, the City Council adopted the General Plan on October 3,2000; and WHEREAS, several amendments to the General Plan Diagram are desired to ensure that the Diagram accurately characterizes the lawfully existing use of various lands and is consistent with surrounding development patterns as identified in the General Plan Amendment GP A-20 12-00725; and WHEREAS, amendments to the Redding General Plan Community Development and Design Element and Public Facilities and Services Element are desired to reflect the fact that City-owned property in the southwest Oregon Gulch area will no longer be utilized as a future landfill; and WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to said amendments on December 11, 2012, for GPA-2012-00725 and January 22,2013, for GP A-2012- 00879, respectively, and recommended that the City Council adopt amendments to the General Plan Diagram as described on the attached exhibits and amend the Redding General Plan Community Development and Design Element and Public Facilities and Services Element pertaining thereto; and WHEREAS, the Planning Commission has reviewed pertinent documents prepared in accordance with the requirements of the California Environmental Quality Act and recommended that an Addendum to the General Plan Environmental Impact Report be adopted for GP A-2012-00725 and GP A-20 12-00879 after consideration of all testimonial and written evidence submitted prior to and during the aforementioned public hearing; and WHEREAS, the City Council held a duly noticed public hearing on GPA-2012-00725 and GPA-2012-00879 on February 19, 2013; NOW, THEREFORE, BE IT RESOLVED, by the City Council ofthe City of Redding California as follows: 1. The City Council has reviewed the proposed Environmental Impact Report Addendums and has determined that the actions contemplated will not have an adverse impact on the environment. 3. The City Council hereby adopts the Environmental Impact Report Addendums for GP A - 2012- 00725 and GP A-2012-00879 as referred to the City Council by the Planning Commission. . ~.- 0" e e 4.
