AN ORDINANCE OF THE CITY OF REDDING RE'ALING TITLE 6
(BUSINESS TAX, LICENSE AND REGULATION), CHAPTER 6.22
(PEDDLERS, SOLICITORS AND ITINERANT VENDORS) AND ADDING
A NEW CHAPTER 6.22 (SOLICITING) AND NEW SECTIONS 6.22.010
THROUGH 6.22.050, ALL RELATING TO REGULATION OF SOLICITORS
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. Title 6 (Business Tax, License and Regulation), Chapter 6.22 (Peddlers,
Solicitors and Itinerant Vendors) and Redding Municipal Code Sections 6.22.010 through 6.22.140
are repealed in their entirety.
Section 2. Title 6 (Business Tax, License and Regulation) is amended to add a new
Chapter 6.22 (SolicitinglPeddling) and Sections 6.22.010 through 6.22.050 to read as follows:
Chapter 6.22 SOLICITING/PEDDLING
6.22.010 Registration required.
No person shall visit any dwelling house within the city to solicit orders for, to peddle, or to
hawk goods, services or merchandise unless he shall first obtain a business license and Peddler's and
Solicitor's Registration Card from the City Clerk. This Section shall not apply to the acts of
members of any association or society for benevolent or charitable purposes or for the purpose of
assisting or aiding any church, school, or like organization. The requirements imposed by this
Section are in addition to the requirement of Title 6 ofthis Code regarding business licenses.
6.22.020 Registration.
A. Every person who wishes to conduct activities pursuant to this Chapter shall submit to the
City Clerk an application provided by the City Clerk containing the following information:
(1) solicitor/peddler's name, home address, local address(if different), and telephone number;
(2) name, address and telephone number of company solicitor/peddler represents; (3) type
of merchandise or service being offered; and (4) provide proof of photo identification issued
by his or her state of residence.
B. Every individual conducting soliciting activities pursuant to this Section shall carry a
validated Peddler's and Solicitor's Registration Card issued by the City Clerk and photo
identification issued by the card holder's state of residence on his or her person at all times
when soliciting activities are being conducted. If so requested by either a solicitee or a
Redding police officer, the solicitor shall immediately display both a validated Peddler's and
Solicitor's Registration Card and photo identification.
6.22.030 "No Peddling" or "No Soliciting" sign.
Notwithstanding the provisions of this Chapter, it is unlawful for any person to solicit orders
for, to peddle, or to hawk goods, services, or merchandise, or to conduct any charitable or other
solicitation at any house or residence when a sign in clear view has been placed prohibiting such
solicitation or peddling. For purposes of this Section, a sign prohibiting either solicitation or
peddling shall be construed to prohibit both.

6.22.040 Violations and Enforcement
It is unlawful to violate any of the provision of Chapter 6.22 of this code. The Chief of
Police and all police officers ofthe City and any enforcement officer design~ted by the City Manager
shall have and exercise the power to enforce the provisions ofthis Chapte~lby any civil, criminal or
administrative process and/or any remedy provided for in Title I of this Code.
6.22.050 Severability
If any provision, clause, sentence, or paragraph ofthis Chapter, or the application thereof to
any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions
or applications of the provisions of this chapter which can be given effect without the invalid
provisions or application, and, to this end, the provisions of this Chapter are hereby declared to be
severable.
Section 4. The passage of this ordinance is not a "project" according to the definition in
the California Environmental Quality Act, and therefore is not subject to the provisions requiring
environmental review.
Section 5. This ordinance shall take effect 30 days after the date of its adoption, and the
City Clerk shall certify to the adoption thereof and cause its publication according to law.
