RESOLUTION NO. 2011-194
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING IMPLEMENTING A TEMPORARY WAIVER
OF CERTAIN RESIDENTIAL IMPACT FEES
WHEREAS, at the October 18, 2011, regular meeting of the Redding City Council, the City
Council considered a report from the City Manager regarding the status of the City's various impact
fee programs; and
WHEREAS, outlined in the above-referenced report was a conceptual proposal to waive
certain impact fees to help rejuvenate the depressed residential construction business during this
recession and generate the associated economic benefits of new-home construction for the City of
Redding; and
WHEREAS, a limited waiver of certain fees, specifically traffic impact fees and sewer
impact fees, is justified due to the fact that there has been a recent influx of funding from the state
and federal government, unanticipated at the time the impact fee program was created, and those
funds have been used to pay for capital improvements anticipated to be funded with the impact fee
program;
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Redding that
this Council, for and on behalf of the people of Redding, California, hereby adopts the following
temporary fee waiver program:
The single-family residential impact fees normally collected pursuant to Redding
Municipal Code Sections 16.20.090.C.l.a.i, 16.20.040.C.l, and 16.20.072.D.l shall
be conditionally waived for the first 50 single-family residential dwelling-unit
permits issued prior to June 30, 2012. A condition ofthe waiver is that the certificate
ofoccupancy(C of 0) for the dwelling must be issued no later than March 31, 2013.
If a C of 0 is not issued by the March 31, 2013, deadline, the conditionally waived
impact fees shall be immediately due and payable to the City. All other fees imposed
as a condition of development shall remain in full force and effect.
BE IT FURTHER RESOLVED that the Council hereby finds and determines that the
passage ofthis resolution is exempt from the California Environmental Quality Act (CEQA) (Public
Resources Code Section 21000 et seq.) pursuant to CEQA Guidelines Section 15378(b)(4)
(California Code of Regulations Section 15378(b)(4)) because it is a fiscal activity that does not
involve any commitment to any specific project that may result in a potentially significant impact
on the environment.

I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular
meeting ofthe City Council ofthe City of Redding on the 15th day of November, 2011, and was duly
adopted at said meeting by the following vote:
