HomeMy WebLinkAboutReso 2011-183 - Intergovernmental Cooperation e RESOLUTION NO. 2011-183 e A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING REQUESTING COORDINATION WITH ALL FEDERAL AND STATE AGENCIES MAINTAINING JURISDICTION OVER LANDS AND/OR RESOURCES WITHIN THE COUNTY OF SHASTA WHEREAS, federal agencies are required to coordinate planning and management activities with local governments pursuant to (1) statutes including, but not limited to, the Federal Land Policy and Management Act, 43 U.S. C. ~ 1712, and the National Forest Management Act, 16 U.S.c. ~ 1604, (2) regulations and rules implementing those statutes, and (3) Executive Order directing intergovernmental cooperation and coordination; and WHEREAS, the California legislature has required coordination between local governments and state agencies pursuant to statutes including, but not limited to, Government Code ~ 65040 and Public Resources Code ~ 5099.3; and WHEREAS, the California Constitution recognizes the City of Redding's authority to make and enforce within its limits all local, police, sanitary, and other ordinances and regulations not in conflict with general laws, and the California legislature has also recognized and authorized the County of Shasta to exercise certain powers in specific statutes; and WHEREAS, it is in the best interest of the City of Redding to formally assert coordination status with federal and state agencies maintaining jurisdiction over lands and/or resources located within Shasta County and conducting planning and management activities that affect and impact the residents and governments of the County of Shasta. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES HEREBY FIND AND RESOLVE that the Council of the City of Redding does hereby assert legal standing and formally invokes coordination status with all federal and state agencies maintaining jurisdiction of lands and/or resources located within Shasta County and to all federal and state elected representatives serving the City of Redding. BE IT FURTHER RESOLVED that the City Clerk ofthe City of Redding shall cause a copy of this resolution to be transmitted to federal and state agencies at said agency's local, regional, or state office(s) and to all federal and state elected representatives serving the City of Redding.
