A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE USE OF REDEVELOPMENT FUNDS DERIVED FROM
SURPLUS LAND SALE PROCEEDS TO ACQUIRE PROPERTY FOR THE
RELOCATION OF THE REDDING POLICE DEPARTMENT
WHEREAS, the Redding Redevelopment Agency (Agency) desires to contribute Market
Street Project Area (Project Area) redevelopment funds derived from land sale proceeds to assist with
the acquisition of property outside of the Project Area but within the community for the purpose of
facilitating the relocation of the Redding Police Department; and
WHEREAS, Section 33445.1.(a) of the California Health and Safety Code states that the
Agency may pay all, or part of, the value of land for and the cost of construction of any building,
facility, structure, or other improvement that is publicly owned and is located outside and not
contiguous to the project area, but is located within the community, ifthe legislative body determines
that the acquisition of land, or the installation or construction of the buildings, facilities, structures,
or other improvements that are publicly owned, are of are of primary benefit to the project area; benefit
the project area by helping to eliminate blight within the project area or providing housing for low- or
moderate-income persons; that no other reasonable means of financing the acquisition of the land, or
installation or construction of the buildings, facilities, structures, or other improvements that are
publicly owned, are available to the community; that the payment of funds for the acquisition ofland
or the cost of buildings, facilities, structures, or other improvements that are publicly owned is
consistent with an adopted implementation plan; and that the acquisition of land and the cost of
buildings, facilities, structures or improvements that are publicly owned is provided for in the
redevelopment plan; and
WHEREAS, the City Council is the legislative body for the City of Redding.
NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows:
The Analysis of Proposed Use of Redevelopment Funds, attached and incorporated herein, is
hereby adopted in satisfaction of the following requirements set forth in California Health and Safety
Code Section 33445.1.(a):
1. . The acquisition of the property and subsequent relocation of the Redding Police
Department is of primary benefit to the Project Area.
2. The acquisition of the property and subsequent relocation of the Redding Police
Department benefits the Project Area. by helping to eliminate blight within the Market Street
Redevelopment Project Area.

ANALYSIS OF THE PROPOSED USE OF REDEVELOPMENT FUNDS
Acquisition of Property to Facilitate
the Relocation of the Redding Police Department
The Redding Redevelopment Agency (Agency) is proposing to provide up to $5 million in
redevelopment funds derived from its land sale proceeds to assist the City of Redding (City) to
acquire property necessary for the development of a new Public Safety Facility and the relocation
of the Redding Police Department (RPD). The proposed site for the new Public Safety Facility is
located at 1300 Dana Drive and is currently owned by Costco Wholesale Corporation and
occupied by a Costco Warehouse retail outlet. The Agency is interested in purchasing the Site
and subsequently, retrofitting the existing structure to meet state and federal guidelines necessary
for its use as the new headquarters for the RPD.
The RPD has occupied its current facility located at 1313 California Street in the Downtown
portion of the Market Street Redevelopment Project Area since 1978. The current RPD facility
has been identified as both functionally and physically inadequate for the current needs of the
RPD. Resources have been dedicated for the past several years to identify a new location for the
police station, with no positive outcome due primarily to a lack of City financial resources to
acquire and develop a new facility. Recently, the Costco site was made available for purchase.
The Agency is interested in purchasing the Costco site for the relocation of the RPD in large part
to enable the existing RPD property in the Downtown to be redeveloped at a higher and more
productive use. The Agency has, to date, invested a significant amount of its resources in the
revitalization of the Downtown area. Due to that investment, a number of private developers
have expressed strong interest in partnering with the Agency in the redevelopment of significant
portions of the three square block area of Downtown bounded by Placer Street in the south,
California Street in the west, Eureka Way in the north, and Pine Street to the east. The existing
RPD building and associated parking lot lies within this portion of Downtown. In order for
strategic redevelopment activities to occur in the Downtown, the RPD must be relocated from its
existing location. The attached Exhibit 1 depicts the existing RPD building and the proposed
new site location.
California Health and Safety Code Section 33445.1.(a) authorizes agencies to pay all or part of
the value of land for and the cost of construction of any building, facility, structure or other
improvement that is publicly owned and is located outside and not contiguous to the project area,
but is located within the community, provided the legislative body finds, based on substantial
evidence in the record, all of the following:
1) That the acquisition of land or the installation or construction of the buildings,
facilities, structures, or other improvements that are publicly owned are of primary
benefit to the project area;
2) That the acquisition of land or the installation or construction of the buildings,
facilities, structures, or other improvements that are publicly owned benefits the project
area by helping to eliminate blight within the project area or providing housing for
low- or moderate-income persons;

3) That no other reasonable means of financing the acquisition of the land or installation
or construction of the buildings, facilities, structures, or other improvements that are
publicly owned,are available to the community;
4) That the payment of funds for the acquisition of land or the cost of buildings, facilities,
structures, or other improvements that are publicly owned is consistent with an adopted
implementation plan; and \
5) The acquisition of land and the cost of buildings, facilities, structures, or improvement
that is publicly owned is provided for in the redevelopment plan.
These issues are discussed below by topic.
Is the acquisition of the Costco site for the purpose of relocating the RPD of primary benefit to
the Market Street Project Area and will the proposed activity help in the elimination of
blighting conditions within the Market Street Project Area?
Since the adoption of the Downtown Specific Plan in 2001, the Agency has invested over $9.4
million in its effort to eliminate blight and support the revitalization of the Downtown portion of
the Market Street Project into a vital community hub providing modem office, retail,
entertainment, and residential attractions and opportunities. This public investment has
stimulated increased private interest in partnering with the Agency to implement many of the
other recommendations contained within the Downtown Specific Plan., including the complete
redevelopment of the Downtown core to include "high-rise" mixed-use buildings and a
reconfiguration of the existing parking and circulation patterns in this area.
A number of structures, including the RPD building, located in the heart of the Downtown
portion ofthe Market Street Redevelopment Project Area at 1313 California Street, have reached
a point of economic and functional obsolescence. By developing a more economically viable use
for the site, blighting influences affecting the Project Area core can be eliminated. In order for
revitalization to continue to occur, the RPD must be relocated. The purchase of the Costco site
will allow the revitalization effort to continue within Downtown. Once the RPD has been
relocated, the existing RPD property including an adjacent parking area, will be available for
creative reuse consistent with the Downtown Specific Plan and Market Street Redevelopment
Plan.
Purchase of the Costco Site and the relocation of the RPD is of primary benefit to the Project
Area as it is key to allowing the creative reuse of the existing RPD property. Redevelopment of
the RPD Downtown property will help eliminate blight within the Project Area by enhancing the
economic stability of the area, as well as act as an incentive for additional investment of private
resources in the surrounding area.

Are there any other reasonable means of financing the proposed property acquisition
available to the community?
In 2005, the City hired the firm of Fairbank, Maslin, Maullin and Associates to survey the
community to determine the support for an increase in the local sales tax rate in order to facilitate
the construction of a new facility for the RPD. The results of the survey indicated that there was
insufficient support to move forward with the required ballot measure.
In 2008, the City appointed an ad hoc Police Facility Review Committee (PFRC) to evaluate the
possibility of constructing and financing a new police building. One of the PFRC charges was to
review potential financing options and funding sources for a new facility. Recommended
financing sources included a $13.4 million bond issue and a temporary sales tax increase.
The City has experienced a severe reduction in its general fund revenue over the past three years
due to the nationwide recession. It does not have the capacity at this time to issue new bonded
debt including general obligation bonds, revenue bonds, special assessment bonds, or any other
type of municipal bond vehicle. In today's depressed economic climate, it is completely
unrealistic to expect local voter approval for additional taxes or assessments. Since 2008, the
City has had to reduce its General Fund budget by over 25% due to significantly lower levels of
incoming revenue. General fund balances and other internal funds have been significantly
depleted. All available resources have been committed to other priority activities. At this time,
no alternative source of public financing for the proposed activity has been identified as
reasonably available.
Is the project consistent with the Implementation Plan adopted for the Project Area?
The use of Agency financing to assist with the acquisition of property for the relocation of the
RPD is listed as a potential Agency activity within the current Five-Year Implementation Plan for
the Market Street Project Area adopted by the Agency on November 15,2010.
The proposed activity supports the following Implementation Plan goals and objectives:
The elimination of blighting influences and the correction of environmental
deficiencies in the Project Area, including, among others: small and irregular lots;
faulty exterior spacing; deteriorated, obsolete, and aged building types; mixed
character of buildings; incompatible and uneconomic land uses; and inadequate or
deteriorated public improvements, facilities, and utilities; and
The demolition or removal of certain buildings and improvements and the
assembly of land into parcels suitable for modem, integrated redevelopment with
improved pedestrian and vehicular circulation in the Project Area.

Is the proposed activity provided for in the Redevelopment Plan for the Market Street
Redevelopment Project?
Section 323 of the Market Street Redevelopment Plan as amended on January 18, 1990,
authorizes the Agency to pay for, develop or construct any publicly-owned building, facility,
structure or other improvement either within or without the Project Area, for itself or for any
public body or entity, which buildings, facilities, structures or other improvements are or would
be of benefit to the Project Area.
The acquisition of the Costco site to allow the relocation of the RPD is the critical first step to
achieving the goals stated within the Market Street Redevelopment Plan including:
The strengthening of retail and other commercial functions in the Project Area;
The provision of adequate land for parking and open spaces; and
The expansion and improvement of the community's supply of low- and moderate-
income housing.
