RESOLUTION NO. 2011 - 22
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING TO
ADOPT THE CALIFORNIA AIR RESOURCES BOARD'S RENEWABLE
ELECTRICITY STANDARD FOR THE CITY OF REDDING ELECTRIC
SYSTEM
WHEREAS:
A. Senate Bill 1078 (SB 1078) became law on January 1, 2003, wherein said legislation
modified the California Public Utilities Commission's Code requiring governmental entities to:
1. Implement and enforce a renewable portfolio standard to encourage
renewable resources;
2. Report annually to customers the money spent on renewables from Public
Benefits Program's funds; and
3. Report annually the resource mix used to serve customers.
B. The City of Redding formally adopted the City's Renewable Portfolio Standard on
June 9, 2003, which called for the Redding electric system to meet or exceed a standard of 20
percent of Redding's annual energy needs to be provided by renewable resources by 2017. The
City's identified renewable resources include all Redding-owned or purchased large and small
hydro electric energy.
C. In November 2008 Governor Schwarzenegger issued Executive Order S-14-08 to
increase California's renewable energy goal from 20 to 33 percent by 2020.
D. Under the Governor's Executive Order, the California Air Resources Board approved
a new Renewable Electricity Standard on September 23, 2010, which requires California's
publicly-owned utilities to procure renewable resources for their annual energy needs in the
following increments:
a) 20 percent in 2012 through 2014;
b) 24 percent in 2015 through 2017;
c) 28 percent in 2018 through 2019; and
d) 33 percent in 2020 and annually thereafter.
E. The California Air Resources Board will allow renewable resources previously
approved by a publicly-owned utility's local governing board to count for up to 20 percent of the
Renewable Energy Standard obligation.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
The City of Redding formally adopts the California Air Resources Board's Renewable 0 ()

1. The City's annual energy needs to be provided by renewable resources shall meet
or exceed a standard of:
a) 20 percent in 2012 through 2014;
b) 24 percent in 2015 through 2017;
c) 28 percent in 2018 through 2019; and
d) 33 percent in 2020 and annually thereafter.
2. Renewable resources eligible to meet the Renewable Energy Standard shall
include generating facilities that are:
a. Certified as eligible under California's Renewable Portfolio Standard
program; or
b. A qualifying publicly-owned utility renewable resource as defined in the
California Air Resources Board's Renewable Energy Standard as being
previously approved by a publicly-owned utility's local governing board.
3. The City shall comply with all reporting requirements identified in the California
Air Resources Board's Renewable Energy Standard.
4. The City shall continue to provide Redding Electric Utility's customers with an
annual report of the expenditures for renewable and conservation programs that
are funded from all sources, including Public Benefits Program's funds.
5. The City shall continue to provide Redding Electric Utility's customers with
quarterly reports of the resource mix used to provide electric service to Redding.
