RESOLUTION NO. 2010 - 170
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING ITS SCHEDULE OF FEES AND SERVICE CHARGES
WHEREAS, on October 4, 1988, by Resolution 88-364, the City Council adopted a
Schedule of Fees and Service Charges (Schedule), which has been subsequently amended from
time-to-time; and
WHEREAS, pursuant to said resolution, the City Manager is authorized and directed to
revise, supplement and maintain the Schedule so that it will be, to the greatest extent possible, a
comprehensive list of fees for City permits and services; and that a fee that is not on the Schedule
will not be invalid but should be made a part thereof at the earliest possible time; and
WHEREAS, it is the desire of the City Council that all City services be self-supporting and
not subsidized as to their operational costs by revenues raised through the imposition of ad valorem
taxes or other sources of revenue; and
WHEREAS, State Senate Bill 857, the courts funding trailer bill, was signed by the
Governor on October 19,2010; and
WHEREAS, in that Bill, all Cities with parking enforcement responsibilities are required
to pay a new $3.00 parking citation fee to the state which "shall become operative 60 days after the
enactment ofthe Budget Act of201O." This places the operation date for the $3.00 parking fee on
December 7, 20 10, which is sixty days after the Budget Act of 20 I 0 was signed; and
WHEREAS, the state fee will sunset on July 1, 2013, unless subsequent legislation or
budget proposals extend or repeal the sunset date; and
WHEREAS, no public hearing or special findings are required to impose the new state fee
because it is not a fee for a City provided service.
NOW, THEREFORE, BE IT RESOLVED that the $3.00 state fee be added to the attached -
Schedule of Fees and Service Charges to cover the City's costs oftransmitting the new state fee to
the State of California.

. Any violation of eve 922507.8 (paridng in a space deslgnaled for the excluslve use of disabled persons) which is cancelled upon proof of issuance of a valid placard
at the time the citation was issued, shall pay a cancellation fee of $25.00. The $25.00 cancellation fee may be waived for the first violation but applies to any
subsequent vlolation{s) within a one year perted of time.
