The me~ting was called to order by Mayor Mathena with the following Council MelI}.bers
present: Cibula and Dick~rson. Council Members Kight and Murray were absent.
Also present were Assistant City Manager Perry, Oeputy City Manager Bachma.n, Int,erim
City At1;omey Frediani, Fin~cial Management Sp~cialist Sundin, and Assistant City Clerk
Sherman.

PUBLIC HEARING
RES9LUTION - Approving the expenditure of the Proj~ct Fund proceeds issuance of Lease
Revenue BlJI19s ,,}\ '

The hour of 5: 15 p.m. having arrived, Mayor Mathena opened the pl,lblic hearin,g regarding
the expenditqre of proceeds of the Leas~ Revenue Bonds to finance the design; acquisition,
construction and equipping of certain recreational improvements, (including fot;rr:~occer fiel4s
located at the City Sport~ Complex) a!ld other recreation~l facilities ~d to refinance the
Civic Center 1997 Lease R~vem.1,e 'Bonds.' ,. . . '

Deputy City Manager Bachman provided an overview of the Report to City Counc~l dated
pecember 15, 2004, incorporated herein by reference, recalling that at the meeting of
November 16, 2004, a public hearing was held and the City Council approved the issuance
of the Lellse Revenue Bonds to fQnd constrqction of certain park projects. The Bonds were
sold on December 7,2004, and closed on December 15,2004. However, inadvertently a
notice of the pu~lic hearing had not been published as r~quired, and the Bond issue could not
be expended until such notice was PU9lishecl followed by a publi~ hearing. H~ clarified that
a public hearing was not necess~ for the refi,nflncing portion of the bond isslle.
Mr. Bachman recommended that the City Coum;il adopt a resoJution authorizing expenditure
of Project fqnd pro~e~ds'qfthe Le~se Revenue Bonds for the construction offour soccer
fields to be locat~d ~t the Sports Complex an4 other r~creational facilities to be approved by
the City Council.
Mayor Mathena determined that no one present wished to address this matter and closed the
public hearing.
MOTION: Made by Coun9il Member Di~j,(erson, seconded by Council Member Cibula,
adopting Resolution No. 2004-202, a resolution of the City Council ofthe City of Redding
approving the expenditure of procee4s of the Redding Joint Powers Financing Authority
Lease Revenue Sonds (2004 Civic Center Refup.ding ~md Parks Project~), 2004 Series B, on
certain parks projects, making findings of significant public benefit and ratifying and
confirming the issu,ance of said Bonds in an aggregate principal amount not-to-exceed
$23,000,000. The Vote: . .

ABSTAIN: Council Members - None
ABSENT: Council Members - Ki~t, Murray
