ORDINANCE NO. 2451
AN ORDINANCE AMENDING TITLE 16 (BUILDINGS AND
CONSTRUCTION) CHAPTER 16.20 (DEVELOPMENT
IMPACT FEES) OF THE CITY OF REDDING MUNICIPAL
CODE BY AMENDING SECTIONS 16.20.040C AND 16.20.071
AND REPEALING SECTIONS 16.20.060 AND 16.20.070
RELATIVE TO CONFORMING THE CODE TO FEE
SCHEDULES IN EFFECT
WHEREAS, for the convenience and benefit of both customers and City staff, it is desirable
to have all City impact fee schedules as approved by the City Council to be comprehensively
reflected in the Redding Municipal Code; and
WHEREAS, in order to ensure consistency between present impact fee amounts as approved
by past actions ofthe City Council and fee amounts reflected in the Redding Municipal Code, it is
desirable to make certain housekeeping changes to the code.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Section 1. Title 16, Chapter 16.20, Section 16.20.40, Subsection 16.20AO(C) is hereby
amended as follows:
C. Fee Schedule. The following fee schedule is based on an analysis of proportional impact of the
various types of new building construction on the city's transportation system as outlined in the
Comprehensive Impact Fee Study dated May 19, 2000, as amended on January 22,2004, and the
North Redding Traffic Benefit District Traffic Impact Fee Study, dated August 27, 2007. The fee
imposed pursuant to this section shall be based on the fee schedule in effect on the date of the
feepayer's application for the appropriate building permit and shall be paid to the City prior to the
issuance of a building permit or a permit for mobile-home installation, as follows:
1. Single Family.
a. The base fee shall be $5,581.98 per dwelling unit. This fee includes the citywide
contribution to the North Redding Traffic Benefit District Traffic Impact Fee program.
b. Effective 'January IS, 201 1, and on each January IS thereafter, the fee shall be increased by
the Construction Cost Index as published in the most recent November Engineering News
Record.
2. Multiple Family-base fee is per dwelling unit.
a. The base fee shall be $3,592.71 per dwelling unit. This fee includes the citywide
contribution to the North Redding Traffic Benefit District Traffic Impact Fee program.

b.. Effective January 15, 20 II, and on each January 15 thereafter, the fee shall be increased by
the Construction Cost Index as published in the most recent November Engineering News
Record.
3. Commercial-base fee is per 1,000 square feet. The base fee applies to General Commercial
only. For High-Generation Commercial, the base fee is doubled; for Low-Generation
Commercial the base is halved.
a. The fee collected shall be 89.875 percent of the base fee. Effective July 1, 2008, the fee
collected shall be 100 percent of the base fee of$12,668.84. This fee includes the citywide
contribution to the North Redding Traffic Benefit District Impact Fee program.
b. Effective January 15, 2011, and on each January 15 thereafter, the fee shall be increased by
the Construction Cost Index as published in the most recent November Engineering News
Record.
4. Office/General-base fee is per 1,000 square feet.
a. The base fee shall be $9,853.34. This fee includes the citywide contribution to the North
Redding Traffic Benefit District Traffic Impact Fee program.
b. Effective January 15, 2011, and on each January 15 thereafter, the fee shall be increased by
the Construction Cost Index as published in the most recent November Engineering News
Record.
5. Industrial-base fee is per 1,000 square feet.
a. The base fee shall be $5,068.15. This fee includes the citywide contribution to the North
Redding Traffic Benefit District Traffic Impact Fee program.
b. Effective January 15, 2011, and on each January 15 thereafter, the fee shall be increased by
the Construction Cost Index as published in the most recent November Engineering News
Record.
Section 2. Title 16, Chapter 16.20, Section 16.20.060 is hereby repealed.
Section 3. Title 16, Chapter 16.20, Section 16.20.070 is hereby repealed.
Section 4. Title 16, Chapter 16.20, Section 16.20.071, Subsection16.20.071(C) is hereby
amended to read as follows:
C. Fee Schedule. The fee imposed pursuant to this section shall be based on the fee schedule in
effect on the date of the feepayer's application for the appropriate building permit and shall be
paid to the City for a new building or for a building remodel or addition representing a fifty
percent or greater building-size increase of an existing building, as follows:

Section 5. The Council hereby finds and determines that the enactment of this ordinance is
exempt from the California Environmental Quality Act (Public Resources Code Section 21000,
et seq) ("CEQA") pursuant to CEQA Guidelines Section 15378(b)(4) (California Code of
Regulations Section 153 78(b)( 4)) because it is a fiscal activity that does not involve any commitment
to any specific project that may result in a potentially significant impact on the environment.
Section 6. This ordinance shall take effect 30 days after the date of its adoption, and the City
Clerk shall certify to the adoption thereof and cause its publication according to law.
I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the City
Council at a regular meeting on the 2nd day of February, 2010; and was duly read and adopted at a
regular meeting on the 16th day of February, 2010, by the following vote:
