RESOLUTION NO. 2010 - 27
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
FINDING THAT THE USE OF TAXES ALLOCATED FROM THE
SHASTEC REDEVELOPMENT PROJECT AREA FOR THE PURPOSE OF
IMPROVING AND INCREASING THE COMMUNITY'S SUPPL YOFLOW-
AND MODERATE-INCOME HOUSING OUTSIDE THE PROJECT AREA
WILL BE OF BENEFIT TO THE PROJECT
WHEREAS, on June 18, 1996, City of Redding Ordinance No. 2151, City of Anderson
Ordinance No. 644, and Shasta County Ordinance No. 592 were introduced for first reading and
subsequently adopted on July 2, 1996, thereby approving the Redevelopment Plan for the SHASTEC
Redevelopment Project Area (SHASTEC Project Area); and
WHEREAS, the following resolutions were adopted finding that the use of taxes allocated
from the SHASTEC Project Area for the purpose of improving and increasing the community's
supply of low- and moderate-income housing outside the Project Area will be of benefit to the
SHASTEC Project Area: on June 18, 1996, Redding Redevelopment Agency Resolution No. 96-16
and Redding City Council Resolution No. 96-129; on June 12, 1996, Anderson Redevelopment
Agency Resolution No. 96-2 and Anderson City Council Resolution No. 96-35; and on
June 18, 1996, Shasta County Redevelopment Agency Resolution No. 96-2 and Shasta County Board
of Supervisors Resolution No. 96-98; and
WHEREAS, on October 3, 2006, City of Redding Ordinance No. 2373 and City of Anderson
746 were introduced for first reading and subsequently adopted on October 17, 2006, amending
Ordinance Nos. 2151 and 644, respectively, and thereby adopting the amendment to the
Redevelopment Plan for the SHASTEC Project Area adding additional territory; and
WHEREAS, on October 24, 2006, Shasta County Ordinance No. 652 was introduced for
first reading and subsequently adopted on November 7, 2006, amending Ordinance No. 592 and
thereby adopting the amendment to the Redevelopment Plan for the SHASTEC Project Area adding
additional territory; and
WHEREAS, the following resolutions were adopted finding that the use of taxes allocated
from the SHASTEC Project Area for the purpose of improving and increasing the community's
supply of low- and moderate-income housing outside the Project Area will be of benefit to the
SHASTEC Project Area: on October 3, 2006, Redding Redevelopment Agency Resolution No.
2006-10 and Redding City Council Resolution No. 2006-182; on October 3, 2006, Anderson
Redevelopment Agency Resolution No. 2006-11 and Anderson City Council Resolution No.
2006-93; and on October 24,2006, Shasta County Redevelopment Agency Resolution No. 2006-8
and Shasta County Board of Supervisors Resolution No. 2006-171; and
WHEREAS, Section33334.2 oftheCalifomia Community Redevelopment Law [Health and ~
Safety (H&S) Code Section 33000 et seq.] requires that not less than twenty percent (20%) of all .
taxes allocated to the Agency be used by the Agency for the purpose of improving, preserving, and
. increasing the community's supply oflow- and moderate-income housing available at affordable Sf

WHEREAS, Section 33334.2(g) of the H&S Code provides that an agency may use such
funds outside the project area if a finding is made by resolution of the agency and the legislative
body that such use will be of benefit to the project; and
WHEREAS, the Agency desires to allocate funds from the SHASTEC Project Area's Low-
and Moderate-Income Housing Fund (LMIHF) for the Be WISE! Deferred Loan Program to be
available within the city limits of the City of Redding both inside and outside of the SHASTEC
Project Area boundaries; and
WHEREAS, pursuant to H&S Code Section 33334,6, the Legislature has found and declared
that the provision and improvement of affordable housing, as provided in H&S Code Section
33334.2, outside of redevelopment project areas, can be of direct benefit to those projects in assisting
the accomplishment of project objectives whether or not those redevelopment projects provide for
housing within the project area,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
HEREBY FIND AND RESOLVE the following:
1, The City Council, at the time of adoption of the SHASTEC Project Area's Redevelopment
Plan, and subsequent amendment, adopted a resolution finding that the use of the LMIHF
outside the SHASTEC Project Area was of benefit to the SHASTEC Project.
2, The City Council finds, pursuant to H&S Code Section 33334,2(g), that the use of taxes
allocated from the SHASTEC Project Area for Be WISE! Deferred Loan Program will be of
benefit to the Project Area by assisting in the accomplishment of the stated SHASTEC
Project goal of improving and expanding the community's supply of low- and moderate-
income housing,
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a special
meeting of the Redding City Council on the 22nd day of February, 2010, and was duly adopted at
said meeting by the following vote:
