RESOLUTION NO. 2009 - 180
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING COMMENDING PERSONNEL DIRECTOR LINDA
JOHNSON FOR OUTSTANDING AND DEDICATED SERVICE
WHEREAS, Linda M. Johnson has served as Personnel Director for the City of Redding
since 1999; and
WHEREAS, prior to moving to Redding, Linda began her career 43 years ago as a clerk for
the County of Solano; while working full-time, she obtained a Bachelor's Degree in Public
Administration from the University of San Francisco; she served as General Manager of a labor
union representing Solano County, City of Benicia, Vallejo School District, and Special District
employees; she developed and managed a lobbying company where she drafted and guided biIIs
through the legislative process at California's State Capital; she served as Personnel Director,
Assistant City Manager, and Library Director for the City of Benicia; and she served two terms as
an elected official for the VacaviIIe School District; and
WHEREAS, Ms. Johnson's numerous accomplishments during her tenure with the City of
Redding include:
. Implementing a citywide Wellness Program
. Bringing the Workers' Compensation and Liability Claims Programs in-house
. Establishing a Safety Program
. Transitioningthe Health and Welfare Benefits Program to a fully funded, self insured
program by affiliation with CSAC-EIA, the nation's largest insurance joint powers
authority; and
WHEREAS, in performance of her duties and responsibilities over a ten-year period, Linda
Johnson served the City of Redding with pride, professionalism, and distinction, always focusing
on the goals of improved employee morale, greater efficiency and accountability in program
management, and sound fiscal policy;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby expresses its deep appreciation to Linda Johnson for her dedication, enthusiasm, and the
many contributions she has made to the City of Redding and its citizens, and wishes her future
success and happiness as she retires from public service.

I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular
meeting ofthe Redding City Council of the City of Redding on the 6th day of October, 2009, and
was duly adopted at said meeting by the following vote:
