RESOLUTION NO. 2009-173 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PROCLAIMING SEPTEMBER 2009 AS "NATIONAL YOUTH COURT MONTH" IN THE CITY OF REDDING WHEREAS, throughout the month of September, nearly I ,300 youth court programs operating throughout the nation will join to recognize the 8th Annual "National Youth Court Month" and celebrate "Empowering Youth, Experience Justice;" and WHEREAS. youth courts are one of the fastest growing crime prevention and intervention programs in the nation offering innovative solutions to prevent juvenile crime and educate young people by offering a program that practices restorative rather than punitive justice by emphasizing accountability, competency development and community protection, while providing offending youth an opportunity to gain life skills and begin again with a clean record; and WHEREAS, youth courts empower volunteer youth ages 12-18 by developing skills in leadership, the decision-making process and problem solving so that they learn the appropriate use of peer pressure and are provided with opportunities to mentor and instill integrity in their peers while developing a clearer understanding of the judicial system; and WHEREAS. youth court volunteer judges and attorneys playa crucial role in making this goal a reality by providing oversight and guidance and teaching our youth about accountability and the consequences of making poor choices while rewarding responsible behavior; and WHEREAS. City of Redding strongly supports youth court programs because they reduce recidivism rates, augment juvenile justice resources, and help build healthier and safer communities in which we live, raise families and work WHEREAS. the Shasta County Youth Peer Court, which is open to the public, meets four times a week in Redding at the U.S. District Courthouse and once a month in Anderson in the City Council Chambers at 6 p.m. NOW. THEREFORE. BE IT RESOLVED that the City Council of the City of Redding hereby proclaims the month of September 2009 as "National Youth Court Month." and urges all citizens to find ways to give their time, energy and talents to serve the Shasta County Youth Peer Court. 9.J 8 .....0 I - ....J \f1 . . .
