AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL), CHAPTER 2.04 (CITY COUNCIL) OF THE REDDING MUNICIPAL CODE BY AMENDING SECTION 2.04.020 (MEETINGS-TIME AND PLACE), SECTION 2.04.120 (MEETINGS-ORDER OF BUSINESS), SECTION 2.04.150 (MEETINGS-PERSONS WISHING TO ADDRESS COUNCIL), SECTION 2.04.170 (MEETINGS-ADDRESSING COUNCIL-PROCEDURE) ALL RELATING TO THE TIME FOR REGULAR MEETINGS AND RULES FOR ADDRESSING THE CITY COUNCIL THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS: Section 1. Title 2 (Administration.and Personnel), Chapter 2.04 (City Council) , Sections 2.04.020 (Meetings- Time and place), 2.04.120 (Meetings-Order of business), 2.04.150 (Meetings- Persons .wishingto address council) and 2.04.170 (Meetings-Addressing council-Procedure) are hereby amended to read as follows: 2.04.020 Meetings-- Time and place. A. The city council shall hold regular meetings on the first and third Tuesdays of each month in the Council Chambers located at 777 Cypress A venue, commencing at the hour of six p.m. B. [No change] 2.04.120 Meetings--Order of business. . Promptly at the hour set by law on the day of the regular meeting, the members of the city council, the city clerk, the city attorney and the city manager shall take their regular stations in the council chambers, and the business of the council shall be taken up for consideration and disposition in the following order, except as may be otherwise ordered by the mayor or council: A. Pledge of allegiance to the flag;. B. . Invocation; C. Roll. call; . D. Introduction of city council meeting participants; E. Proclamations, Awards, Commendations and. Special Presentations; . F. . Non-Agenda Public Comment (up to a maximum of thirty minutes); G. Consent calendar, including approval of minutes of previous meeting, payroll, warrant register, action on claims, transfers offunds, and other.items as deemed appropriate; H. . Written communications; 1. Public hearings, petitions and protests; . J. Reports & Communications of Departments, Boards, Commissions and Committees; K. Appointments and action on pendingJederal, state, or county legislation; 1. Reports and communications of officers, boards and committees; M. Remainder of Non-Agenda Public Comment, if any; I ~ ~ -J . . N. AB1234 Reimbursement Report;.. O. Closed session items; P. _ Reportable actions from closed session; Q. Adjournment. 2.04.150 Meetings--Persons wishing to address council. . Any person desiring to address the council shall fIrst secure the permission of the presiding officer to do so; provided, however, that under the following headings of business, unless the presiding officer rules otherwise, any qualifIed person may address the council without securing such prior pernusslOn: A. Written Communications. Under the heading of "written communications" interested parties or their. authorized representatives may address.the.council in regard to matters or communications submitted in writing in advance of the meeting and placed on the agenda for discussion. B. Non-Agenda Public Comment. Under the. heading of "Non-Agenda Public Comment," members of the public may address the council on any matter concerning the city's business, or any matter over which the. council has control which is not scheduled for consideration on the Agenda. The time limit for Non-Agenda Public Comment shall be three minutes, unless a request for extension of time is requested by the speaker and the time limit is extended or waived by the Mayor for good cause. C. Public Comment. In accordance with the Brown Act, members of the public shall be entitled to address the council regarding specifIc items on the agenda priorto or during consideration of the item. Each person. addressing the council shall fIll out a speaker card and submit it to the City Clerk prior . to the close of the public comment period for the item under consideration, and, when called upon by the Mayor,.step up to. the microphone, give.his or her name.in an audible tone of voice for the record. All remarks shall be addressed to the council as a body and not to any member thereof. No person, other than.the council and the.person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the council, without the permission of the presiding officer.. No question shall be asked a council member, except through the presiding officer. Speaker cards submitted after the public comment period has been closed for an item shall only be accepted and recognized by the Mayor at the pleasure and discretion ofthe Mayor. Section 2. The passage of this ordinance is not a "project" according to the defInition in the California Environmental Quality Act, and therefore is not subject to the provisions requiring environmental review. 2 ..... . . . Section 3. This ordinance shall take effect 30 days after the date of its adoption, and the City Clerk shall certify to the adoption thereof and cause its publication according to law.
