RESOLUTION NO. 2009 - 70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING THE STANDARD FOR THE PURCHASE OF FIRE
APPARATUS FOR THE CITY OF REDDING FIRE DEPARTMENT AND
AUTHORIZING A SOLE SOURCE PROCUREMENT.
WHEREAS, the majority of fire apparatus purchased by the City of Redding has been manufactured
by Pierce Manufacturing, Inc. ("Pierce") of Appleton, Wisconsin; and
WHEREAS, the City of Redding has recognized the fire apparatus built by Pierce as being of the
highest quality; and
WHEREAS, the City of Redding has received superior service from Pierce; and
WHEREAS, the City of Redding wishes to standardize its apparatus fleet to maximize firefighter
effectiveness and help reduce maintenance costs; and
WHEREAS, the City Council adopted Resolution 2004-85 on June 1,2004, thereby establishing a
five year fire apparatus standard to sole source procurement of fire apparatus from Pierce within the
standard; and
WHEREAS, the City Council hereby desires to extend the standard for sole source procurement of
fire apparatus set forth in Resolution 2004-85 for an additional five years.
NOW, THEREFORE, IT IS RESOLVED, that, pursuant to RMC 4.20.120, the City of Redding
hereby establishes a standard for purchase of fire apparatus for a period of five years from the
effective date of this resolution in accordance with the following criteria:
1. The company has been in the fire apparatus manufacturing process for a minimum of
twenty (20) years.
2. The manufacturer is a sole-source builder. The designing, engineering and building
of the fire apparatus is by the recognized manufacturer, thus eliminating split
responsibility between several companies.
3. The manufacturer is compliant with all applicable National Fire Protection Agency
standards, as well as all federal and state laws.
4.
The manufacturer is third party certified by the "International Organization of
Standardization" to a level of 9001. Certification compliance will ensure that a
qualify standard is being met for the design, engineering, manufacturing, installation
and service ofthe apparatus produced.

5. The company meets American Welding Society (A.W.S.) standards. The
manufacturer employs a certified A.W.S. inspector that is capable of monitoring weld
quality.
6. The company provides the following standard warranty coverage: I) complete
vehicle - one year; 2) frame rails - lifetime; 3) poly water tanks -lifetime; 4) cab,
body and pump structure - ten years; and 5) paint and corrosion - six years.
7. The company has fire pump, engine to chassis compliance, electrical system and
front axle third party inspected and certified:
8. The company can manufacture all of the types of apparatus that are required by the
Fire Department.
9. The company can provide qualifY local support.
BE IT FURTHER RESOLVED, that Pierce meets all of the above criteria, and the sole source
purchase offire apparatus from Pierce is hereby authorized pursuant to RMC 4.20.120.
This resolution shall take effect immediately upon its adoption by the City Council

regular meeting of the City Council on the 16th day of June, 2009, by the following vote:
