RESOLUTION NO. 2009 - 60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING CONTINUING SUPPORT FOR SHASTA COUNTY'S "DON'T TRASH SHASTA" PROGRAM BY GRANTING AUTHORITY TO THE CITY ATTORNEY TO AUTHORIZE PAYMENTS LEADING TO CONVICTION AND CLEAN UP OF ILLEGAL DUMP SITES IN THE CITY OF REDDING WHEREAS, the City of Redding supported the efforts of the County of Shasta to enhance prevention and enforcement of illegal dumping activity in Shasta County when the "Don't Trash Shasta" pilot program was launched in 2007; and WHEREAS, a key component of the program established by the County is to pay up to $500 to any person who provides information leading to the arrest and conviction of a person for illegal dumping; and WHEREAS, the pilot program has been a great success. For the period of time from March 2007 to March 2009, the program generated 885 calls on the toll free number. These calls led to 466 cases being investigated county wide. The District Attorney has filed charges on 14 defendants and convinced 92 people to clean up their garbage that was illegally dumped; and WHEREAS, the District Attorney has requested the cities in Shasta County to support the program by authorizing payment of the reward when prosecution results in a conviction and clean-up of a dump site within the corporate limits of the cities.. NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of Redding that the City agrees to participate in Shasta County's pilot program on the following terms and conditions: I. The City Attorney may authorize payment, at the request of the Shasta County District Attorney, of up to $500 to any person or persons who provide information leading to the arrest and conviction of a person under Penal Code sections 374.3 or 374.7, or Redding Municipal Code sections 9.28.050 or 9.28.070, for illegal dumping and resulting in the clean-up of a dump site within the corporate limits of the City of Redding. 2. The $500 reward is the maximum reward per dump site and may be granted to any single individual or divided between a group of individuals as may be recommended by the District Attorney and approved by the City Attorney. 3. The cap on City participation is an amount not to exceed $1,000 per year until such time that the program ceases to exist. 4.
