ORDINANCE NO. 2436
AN ORDINANCE AMENDING TITLE 16 (BUILDINGS AND
CONSTRUCTION) CHAPTER 16.20 (DEVELOPMENT
IMPACT FEES) OF THE CITY OF REDDING MUNICIPAL
CODE BY AMENDING SECTIONS 16.20.040,16.20.072, AND
16.20.110, RELATIVE TO TIMING FOR CALCULATION OF
INFLATION ADJUSTMENTS
WHEREAS, for the convenience and benefit of both customers and City staff, it is desirable
to have all City inflationary fee adjustments correlated to occur on the same date; and
WHEREAS, the Construction Cost Index published by the Engineering New Record is
deemed a reputable and reliable source of information on the inflation of construction costs and may
be used periodically as a basis for fee inflation through separate City Council action;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Section 1. Title 16, Chapter 16.20, Section 16.20.040, subsection 16.20.040C is hereby
amended as follows:
C. Fee schedule. The following fee schedule is based on an analysis of proportional impact of the
various types of new building construction on the city's transportation system as outlined in the
Comprehensive Impact Fee Study dated May 19, 2000, as amended on January 22,2004, and the
North Redding Traffic Benefit District Traffic Impact Fee Study, dated August 27, 2007. The fee
imposed pursuant to this section shall be based on the fee schedule in effect on the date of the
feepayer's application for the appropriate building permit and shall be paid to the city prior to the
issuance of a building permit or a permit for mobile home installation, as follows:
1. Single Family.
a. The base fee shall be $5,155.34.
b. Effective January 15, 2010, and on each January 15 thereafter, the fee shall be increased by the
Construction Cost Index as published in the most recent November Engineering News Record.
2. Multiple Family-base fee is per dwelling unit.
a. The base fee shall be $3,505.63.
b. Effective January 15, 2010, and on each January 15 thereafter, the fee shall be increased by the
Construction Cost Index as published in the most recent November Engineering News Record.

3. Commercial-base fee is per 1,000 square feet. The base fee applies to General Commercial
only. For High-Generation Commercial, the base fee is doubled; for Low-Generation Commercial
the base is halved.
a. The base fee shan be $12,362.97. The fee conected shan be 89.875% of the base fee. Effective
7/1/08 the fee conected shan be 100% of the base fee.
b. Effective January 15, 2010, and on each January 15 thereafter, the fee shan be increased by the
Construction Cost Index as published in the most recent November Engineering News Record.
4. Office/general-base fee is per 1,000 square feet.
a. The base fee shan be $9,614.89. The fee conected shan be 89.625% ofthe base fee. Effective
7/1/08 the fee conected shan be 100% of the base fee.
b. Effective January 15, 2010, and on each January 15 thereafter, the fee shan be increased by the
Construction Cost Index as published in the most recent November Engineering News Record.
5. Industrial-base fee is per 1,000 square feet.
a. The base fee shall be $4,582.49. The fee conected shall be 89.625% ofthe base fee. Effective
7/1/08 the fee conected shan be 100% ofthe base fee.
b. Effective January 15, 2010, and on each January 15 thereafter, the fee shall be increased by the
Construction Cost Index as published in the most recent November Engineering News Record.
D. [No Change to Subsections D and E]
Section 2. Title 16, Chapter 16.20, is hereby amended by amending Section 16.20.072,
subsection F, as follows:

F. Construction Cost Increases. Effective January 15, 2010, and on each January 15 thereafter,
the fee shall be increased by the Construction Cost Index as published in the most recent November
Engineering News Record.
Section 3. Title 16, Chapter 16.20, is hereby amended by amending Section 16.20.110,
subsection C, as follows:

Section 4. The Council hereby finds and determines that the enactment of this ordinance
is exempt from the California Environmental Quality Act (Public Resources Code section 21000
et seq.) ("CEQA"") pursuant to CEQA Guidelines Section 15378(b)(4) (California Code of
Regulations Section I 5378(b )( 4)) because it is a fiscal activity that does not involve any commitment
to any specific project that may result in a potentially significant impact on the environment.
Section 5. This ordinance shall take effect 30 days after the date of its adoption, and the
City Clerk shall certifY to the adoption thereof and cause its publication according to law.

I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the City
Council at a regular meeting on the 2nd day of June, 2009, and was duly read and adopted at a
regular meeting on the 16th day of June, 2009, by the following vote:
