RESOLUTION NO. 2009 - 35
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CERTIFYING THE COMPLETENESS AND ADEQUACY
OF ENVIRONMENTAL IMPACT REPORT EIR-3-06
FOR THE HIGHLAND PARK SUBDIVISION PROJECT
WHEREAS, the City of Redding, as lead agency for the Highland Park Subdivision Project
(Project), has conducted the following environmental review for the proposed Project:
I. Notice of Preparations of a Draft Environmental Impact Report (DEIR) and a revised Draft
Environmental Impact Report (Revised DEIR) were circulated for review and comment on
June 11,2008, and January 9,2009, respectively; and
2. Notice of Completions of a DEIR and a revised DEIR were circulated for review and comment
on June 6, 2008, and January 7, 2009, respectively; and
3. A public hearing was conducted by the Planning Commission on the DEIR on July 8, 2008.
Notice of that hearing included a letter notice to all property owners between 300 and 1,800
feet from the project boundary and publication in the Record Searchlight; and
4. After closure of the public comment periods, all comments received were summarized and
addressed in writing. Responses specific to the one responding state agency were hand
delivered directly to the agency on March 13,2009; and
5. Written comments on the DEIR and revised DEIR by state and local agencies and individuals
and responses to comments were included in the Final Environmental Impact Report (FEIR);
and
6. A public hearing was conducted by the Planning Commission on the FEIR on March 24, 2009.
Notice of that hearing included a letter to all public agencies and persons that submitted
comments on the DEIR and revised DEIR and to all property owners between 300 and 1,800
feet from the project boundary and publication in the Record Searchlight; and
7. The Planning Commission, at the conclusion of its March 24, 2009, hearing, adopted Planning
Commission Resolution No. 2009-01, recommending that the City Council certify FEIR-3-06
and adopt the Mitigation Monitoring Program; and
8. A public hearing was conducted by the City Council on FEIR-3-06 on April 21, 2009. Notice
ofthat hearing included a letter to all public agencies and persons that submitted comments on
the DEIR and revised DEIR and to all property owners between 300 and 1,800 feet from the
project boundary and publication in the Record Searchlight; and
I. The FEIR has been completed in conformance with the California Environmental Quality Act.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding, based
upon the entire record ofthe environmental review for the Highland Park Subdivision Project, makes
the following findings:

2. The FEIR was presented to the City Council and the City Council has reviewed and considered
the information contained in the FEIR.
3. The FEIR reflects the City's independent judgment and analysis.
BE IT FURTHER RESOLVED that the City Council of the City of Redding, based upon
substantial evidence in the administrative record and FEIR-3-06, hereby certifies the FEIR-3-06
referenced herein and on file in the Office ofthe City Clerk as complete and in compliance with the
California Environmental Quality Act.
PASSED AND ADOPTED by the City Council of the City of Redding at a regular meeting on this
21" day of April, 2009, by the following vote:
