RESOLUTION NO. 2009 - 31
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE USE OF TAX INCREMENT FUNDS TO CONSTRUCT
INFRASTRUCTURE IMPROVEMENTS ON THE NORTH SIDE OF SACRAMENTO
STREET NEAR THE INTERSECTION OF SACRAMENTO STREET AND
CALIFORNIA STREET WITHIN THE MARKET STREET REDEVELOPMENT
PROJECT AREA.
WHEREAS, the Redding Redevelopment Agency desires to contribute tax increment funds from the
Market Street Redevelopment Project to help construct infrastructure improvements on the north side of
Sacramento Street, between California Street and the alley between California Street and Market Streets; and
WHEREAS, Section 33445 of the California Health and Safety Code states that the Agency may pay
all or part of the costs of a public improvement if the legislative body determines that the improvement will
benefit the Project from which the funds are derived, that there are no other reasonable means of financing the
improvement, and that the project will assist in the elimination of blight; and
WHEREAS, Section 33678 of the California Health and Safety Code states that the use of tax
increment funds for public improvements must primarily benefit the project area; and
WHEREAS, the City Council is the legislative body for the City of Redding.
NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows:
I. The Analysis of Findings, attached and incorporated herein, are hereby adopted in satisfaction
of the requirements set forth in California Health and Safety Code Sections 33445 and 33678.
2. The public improvement is of primary benefit to the Market Street Redevelopment Project Area
(Project Area).
3. There are no other reasonable means of financing the public improvement available to the
community.
4. The payment of funds for the public improvements will assist in the elimination of one or more
blighting conditions in the Project Area and is consistent with the adopted Implementation Plan.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of
the Redding City Council on the 21st day of April, 2009, and was duly adopted at said meeting by the

ANALYSIS OF FINDINGS
SACRAMENTO STREET INFRASTRUCTURE IMPROVEMENTS
The Redding Redevelopment Agency (Agency), as lead agency, desires to utilize tax increment
funds from the Market Street Redevelopment Project Area (Project Area) to construct
infrastructure improvements along the north side of Sacramento Street, between California Street
and the alley between California and Market Streets. The purpose of the improvements is to
create a safe public pedestrian access by reconstructing lifting, broken, and deteriorating curb,
gutter, and sidewalk.
As depicted on the attached Exhibit A, the proposal includes the following:

Installation of new curb, gutter, and sidewalk along the north side of Sacramento Street,
between the new streetscape improvements at the intersection of California and
Sacramento Streets, (constructed as part of the development partnership between the
City, the Agency, and Dr. Kraffert), and the mid-block alley between California and
Market Streets;
The sidewalk and alley driveway apron will incorporate the use of colored concrete to
match the improvements installed with Dr. Kraffert's project and the Market Street
demonstration block; and
Installation of two tree wells.

Health and Safety Code Section 33445 stipulates that in order for the Agency to pay all or part of
the costs of any public improvement, the City Council must determine that the improvement is
of benefit to the project area from which the funds are derived or to the immediate neighborhood
in which the project is located; that no other reasonable means of financing the improvement is
available to the community; and that the payment of funds for the improvement will assist in the
elimination of one or more blighting conditions in the project area, and is consistent with an
adopted implementation plan. Health and Safety Code Section 33678 adds to the above that if
tax increment money is used, the improvement must be of primary benefit to the project area.
Is the proposed improvement of primary benefit to the Project Area?
The project is located in the Market Street Redevelopment Project Area in the heart of the
Central Business District. Pedestrian activity in this area of Downtown is heavy due to the
proximity of the Redding Hotel, the Cascade Theatre, banks, restaurants, and personal service
businesses. The proposed improvements will eliminate tripping hazards, reduce maintenance
needs, and enhance the appearance of the area. The proposed project is consistent with the goals
of the Downtown Redding Specific Plan and will complement the infrastructure improvements
completed as part of Dr. Kraffert's Cascade Square project and the Market Street demonstration
block streetscape project.
Are any other reasonable means of financing available to the community to fund the
improvements?
The City's Streets Division will contribute $10,000 from its Sidewalk Repair Program to the

project. The City's Capital Improvement Plan for fiscal years 2007/2008 through 2012/2013
does not identify the project or any other funding source that could be used to contribute toward
the project within the next five years. The project would not be competitive for the receipt of
State Transportation Improvement Program (STIP) funds, and while the project is eligible to
receive Traffic Impact Fee (TIF) funding, due to the amount of available funding and other
priority projects, it would be a number of years before the project could be constructed. There
are no other City funds other than those from the Streets Division available for this project at this
time.
Will the proposed project assist in the elimination of one or more blighting conditions within
the Market Street Redevelopment Project Area? Is the proposed project consistent with the
Implementation Plan adopted for the Project Area?
Construction of the improvements will assist in eliminating economic and physical blight by
correcting deteriorating public street improvements, stabilizing property values, increasing the
level of patronage of area businesses, and increasing pedestrian safety.
The Market Street Project Area's Five-Year Implementation Plan, adopted by the Agency in
November 2004, specifically identifies the construction of Downtown Improvements that are
consistent with the Downtown Redding Specific Plan, including: street improvements,
decorative sidewalks, and landscaping, as eliminating physical and economic blight.
