',-,\ --. . \ I ORDINANCE NO. 2411 AN ORDINANCE AMENDING TITLE 9 (HEALTH AND SAFETY) CHAPTER 9.20 (FIRE PREVENTION) BY AMENDING SECTION 9.20.0IOC.I AND ADDING SECTION 9.20.065 OF THE CITY OF REDDING MUNICIPAL CODE REGARDING THRESHOLDS FOR RETROFITTING EXISTING BUILDINGS WITH SPRINKLERS AND LOCATION, SPACING AND FIRE FLOW ASSOCIATED WITH FIRE HYDRANTS NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS: Section I. Title 9, Chapter 9.20.01OC.1 is hereby amended to read as follows: 9.20.010 California Fire Code Adopted. C. As an amendment to the California Fire Code, in addition to the requirements of Section 903.3 of the California Fire Code, no structure requiring a fire flow of more than two thousand GPM as determined by Appendix B of the California Fire Code, Fire Flow Requirements for buildings, or structures more than two stories in height, or multiple townhouses, shall be constructed or altered per the California Building Code unless protected by an automatic sprinkler system meeting the requirements of Section 903.3 of the California Fire Code. Buildings with four-hour fire walls are allowed to be considered as separate fire flow areas. Buildings not separated by four-hour fire walls shall have a twenty-foot separation to be considered as a separate fire flow area. Buildings with less than a twenty- foot separation shall be considered as one building for fire flow calculations. Light hazard buildings as defined by NFP A 13, requiring a fire flow exceeding two thousand GPM but less than three thousand GPM, may satisty the automatic sprinkler head standards. The fire department connection (FDC) for light hazard occupancies may be installed on the building exterior when not obscured or blocked by landscape or other fixed obstructions. The FDC must be accessible and be within one hundred feet of a fire hydrant. University of Southern California approved devices may be installed inside the structure with approval of the city water utility, so long as the installation satisfies all required service and testing access requirements as defined in the California Plumbing Code. Actuation of a fire sprinkler system shall sound an audible signal throughout the building. All existing structures shall meet the requirements of this section when, in the opinion of the chief, a change of occupancy or character of the occupancy is made and a greater hazard to life or property exists or the required fire flows are increased. Exceptions: 1. Additions, alterations or remodels not exceeding the allowable thresholds in Table I of the "Fire Sprinkler Threshold." ~ -. --.... All building additions which occur after the effective date of the ordinance will be combined with the original building square footage for the purposes of determining the level of improvements required per the fire sprinkler threshold table. 8. Where domestic service cannot supply fire sprinkler demand according to California Fire Code 903.3.5.1, then a dedicated fire service line sized for the entire building shall be provided with backflow protection. I Fire sprinkler threshold is determined by building construction type at 2,000 gallons per minute according to Appendix B of the California Fire Code. The two examples given in column one are only two of nine possible types of construction. 2 Should the floor area of the new addition exceed 50% of the existing building, and exceeds the 6,200/9,800 threshold as applicable, then the entire building must meet fire sprinkler requirements. Section 2. Title 9, Chapter 9.20, Section 9.20.065 is hereby added to read as follows: 9.20.065 Fire Hydrants Associated with New Development. With respect to design and approval of new development, fire hydrant location, spacing and fire flow shall comply with the California Fire Code and be approved by the Fire Marshal. Exception: Residential (R-3) occupancies may be located up to 500 feet from a fire hydrant instead of the 250 foot maximum set forth in the California Fire Code if the structure is protected with an approved fire sprinkler system. If a fire hydrant is located on private property, adequate easement access shall be dedicated to and around the hydrant, and the hydrant shall be located in such a manner as to be visible and accessible by fire trucks, without intervening grade, landscape, vehicles or fences. 2 f . The passage ofthis ordinance is not a "project" according to the definition in the California Environmental Quality Act, and therefore is not subject to the provisions requiring environmental review.
