ORDINANCE NO. 2408
AN ORDINANCE OF THE CITY OF REDDING AMENDING
TITLE 2 (ADMINISTRATION AND PERSONNEL), CHAPTER
2.20 (CITY TREASURER) BY REPEALING SECTIONS
2.20.010 THROUGH 2.20.080 AND ADDING NEW SECTIONS
2.20.010 THROUGH 2.20.090, ALL RELATING TO DEFINING
AND DESCRIBING THE DUTIES OF THE ELECTED
POSITION AND THE ADMINISTRATOR POSITION.
WHEREAS, in 1975, the City Council passed Resolution No. 75-63 bifurcating the office ofthe City
Treasurer into two separate positions with a designated annual salary for each position: (1) "City Treasurer
(Elected Official);" and (2) "Administrator."
WHEREAS, the Redding Municipal Code describes the duties for the elected position of the City
Treasurer but has never been amended to clarifY the separate and distinct duties of the elected position versus
the administrator position; and
WHEREAS, it is in the best interest of the City to have the Redding Municipal Code clearly define
the respective roles and duties ofthe elected versus the appointed positions associated with the Treasurer for
the City of Redding.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN
AS FOLLOWS:
Section 1. Title 2 (Administration and Personnel), Chapter 2.20 (City Treasurer), sections
2.20.010 through 2.20.080, are hereby repealed and replaced with the new sections 2.20.010 through 2.20.090
to read as follows:
2.20.010 Office of City Treasurer - Compensation.
The office of city treasurer is established and shall be supervised by the city treasurer as an elected part-time
position. The compensation of the city treasurer shall be fixed by resolution of the City Council adopting a
salary schedule reflecting salary for the position at the same rate and with the same benefit level as established
for and enjoyed by members of the City Council.
2.20.020 Administrator of the Office of the City Treasurer - Compensation.
There is hereby created and established the position of administrator of the office ofthe city treasurer ofthe
City of Redding. The administrator of the office of the city treasurer shall be appointed by the city manager
in accordance with personnel rules and regulations. The administrator of the office of
the city treasurer, upon appointment by the city manager, shall receive such compensation as is set forth in
the salary schedule approved by resolution of the city council pertaining to the position.

2.20.030. Employees.
Employees of the office of the city treasurer responsible for the investment or management of money shall
be so designated within City budget documents and personnel records. Employees of the office of the city
treasurer shall be jointly appointed by the city treasurer and the administrator of the office ofthe city treasurer.
Employees may be assigned to joint service in the office ofthe city treasurer and the financial administration
department upon terms acceptable to the city treasurer and the administrator of the office ofthe city treasurer.
The city treasurer and administrator of the office of the city treasurer shall establish employment standards
for employees responsible for the investment or management of money.
2.20.040. Deputies.
The city treasurer may appoint as a deputy one or more employees of the office of the city treasurer
responsible or partially responsible for the investment and management of money. The administrator of the
office of the city treasurer may be appointed as a deputy.
2.20.050. Duties of City Treasurer.
The authority of the city council to invest or reinvest city funds is delegated to the city treasurer, subject to
annual review and renewal by the city council, pursuant to Section 53607 of the California GovemmentCode.
The city treasurer shall have the duty to enforce the investment policy of the city as may be adopted from time
to time by the city council. The city treasurer shall perform those duties established by the general laws of the
state relating to the management and investment of city money including: to sign all checks issued by the city,
except that the deputy city treasurer may sign warrants and checks in place of the city treasurer during the
absence or incapacity of the city treasurer; to issue to the city council a joint monthly report with the
administrator ofthe office ofthe city treasurer and the director of finance reconciling money on deposit in the
various banks with fund balances shown by accounting department records.
The city treasurer shall have no duty to collect city taxes or license fees or to perform any function of the
administrator of the office of the city treasurer established pursuant to section 2.20.050 of this Code.
2.20.060 Duties of Administrator of the Office of the City Treasurer.
In general, it is the duty of the administrator of the office of the city treasurer to receive and safely keep all
moneys which come into his or her hands for investment by the city treasurer and to payout money only in
accordance with law and proper authority, and to this end the administrator of the office of the city treasurer
shall have the following specific duties:
A. To receive and deposit all moneys paid in from the various city departments. To issue a pre-numbered
receipt in triplicate for all such moneys, with disposition as follows:
I. Original to the paying department;
2. Duplicate to the director of finance; and
3. Triplicate copy to the city treasurer;
8. To keep a daily record of deposits and withdrawals of moneys in the various banks;
C. To cause all checks issued by the city to be signed by the city treasurer, except that the deputy city
treasurer may sign warrants and checks in place of the city treasurer during the absence or incapacity of the
city treasurer;
D. To keep and compute the book on special assessments;
E. To maintain and properly credit the bond registers for bonds and coupons on special assessments;
F. To issue bills, maintain detailed records and receive all moneys on special improvement projects;

G. To handle petty cash funds for all city departments;
H. To perform such other duties as may be prescribed from time to time by the city manager or the city council.
2.20.070 Disposition of Funds.
All officers or employees ofthe city shall pay all receipts collected by them to the administrator of the office
of the city treasurer to be deposited into the city treasury daily, and such fees shall be credited to the
appropriate fund.
2.20.080. Investment Policy Advisory Committee.
The city treasurer shall serve as the ex officio chair of an investment policy advisory committee. Members
of the committee shall be knowledgeable in matters of the investment of public moneys. The city treasurer
shall hold an investment policy advisory committee meeting once a year, or as needed, for the purpose of
reviewing and updating the city's investment policy. The investment advisory policy committee is comprised
of a minimum of five persons, identified as follows: the city treasurer; two members from the following
eligible positions: city manager, assistant city manager, deputy city manager, or the finance officer or
designee; plus two community members representing the finance industry.
2.20.090. Cooperation Between the City Treasurer and Administrator of the Office of the City
Treasurer.
The city treasurer and administrator of the office of the city treasurer services shall cooperate in order to assure
the prudent management of the city's fiscal resources.
Section 2. The passage of this ordinance is not a "project" according to the definition in the
California Environmental Quality Act, and therefore is not subject to the provisions requiring environmental
review.
Section 3. This ordinance shall take effect thirty (30) days after the date of its adoption, and the City
Clerk shall certify to the adoption thereof and cause its publication according to law.
I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the City Council at
a regular meeting on the 6th day of May, 2008; and was duly read and adopted at a regular meeting on the 20th
day of May, 2008, by the following vote:
