RESOLUTION NO. 2008 - 174 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING EXTENDING CERTAIN TEMPORARY INCENTIVES TO STIMULATE RESIDENTIAL CONSTRUCTION ACTIVITY PENDING CONSIDERATION OF A PERMANENT ORDINANCE IMPLEMENTING THE SAME WHEREAS, on June 3, 2008, the City Council adopted a resolution establishing certain short-term incentives as a means to stimulate residential construction activity in the City of Redding; and WHEREAS, on October 21, 2008, the City Council directed the City Manager and City Attorney to return with an ordinance to consider adopting certain changes on the timing of collection of impact fees on permanent basis; NOW, THEREFORE IT IS RESOLVED by the City Council of the City of Redding that the following incentive to stimulate residential construction activity in the City of Redding shall remain in effect until January 30,2009, or the effective date of an ordinance amending the Redding Municipal Code changing the timing of collection of impact fees consistent with this resolution, whichever occurs first: Deferral ofImpact Fee Collections for New Homes The City shall defer the collection of development impact fees for new residential unit construction until a point just prior to final inspection. The permittee will enter into a legally binding agreement with the City prior to issuance ofthe building permit, and the agreement will establish the deferral as a financial obligation that must be satisfied prior to the granting of a final inspection. Following the final inspection, if all requirements are met and the fees are paid, a certificate of occupancy will be provided to the homebuilder. This incentive shall apply to residential permits issued for new homes during the effective period of this resolution as described above. The fees which are eligible for deferral are the park improvement fee, traffic impact fee, fire facilities fee, storm drain fee, and water and wastewater impact fees.
