RESOLUTION NO. 2008 - 168
A RESOLUTION OF THE CITY COUNCIL OF REDDING OPPOSING
. CALIFORNIA'S BALLOT INITIATIVE PROPOSITION 7, THE SOLAR
AND CLEAN ENERGY ACT OF 2008.
WHEREAS, the City of Redding has long been a leader in promoting sound energy policies
that include a strong commitment to the development of renewable energy; and
WHEREAS, California's ballot initiative Proposition 7 establishes California Renewable
Portfolio Standard targets for electricity providers: 40 percent by 2020, 50 percent by 2025, and
would require each utility to increase its portfolio percentage of renewable energy annually by at least
2 percent, exceeding the I percent currently required by law; and
WHEREAS, a singular state-wide approach to renewable energy that does not take into
consideration the need for a diverse and integrated resource portfolio',and cause significant upward
pressure on the price of renewable energy; and
WHEREAS, implementation of California's existing economic-wide green house gas
reduction statute, AS 32, will increase reliance on renewable energy and efficiency; and
WHEREAS, insufficient transmission infrastructure exists to meet and facilitate such rapid
expansion of renewable energy generation; and
WHEREAS, despite the Initiative's claim that consumers will see no more than a 3 percent
rate increase in the "short term," it is clear this measure will lead to significant new costs for
California's electric ratepayers; and
WHEREAS, California's ballot initiative Proposition 7 already faces strong opposition from
a large and still growing diverse coalition that includes local governments, publicly-owned utilities,
privately-owned utilities, consumer groups, and environmental groups.
NOW, THEREFORE, BE IT RESOLVED that the City of Redding hereby opposes
California's ballot initiative Proposition 7, the Solar and Clean Energy Act of2008.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a
regular meeting of the City Council on the 7th day of October, 2008, by the following vote:
