HomeMy WebLinkAboutReso 2004-021 - Airport Improvement ProgramRESOLUTION NO. 2004 - 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF A FEDERAL GRANT APPLICATION FOR ENTITLEMENT AND DISCRETIONARY AIRPORT IMPROVEMENT PROGRAM (AIP) GRANT MONIES TO ACCOMPLISH CAPITAL PROJECTS AT REDDING MUNICIPAL AIRPORT AND AUTHORIZING THE CITY MANAGER, OR GERARD F. KERSTEN, DIRECTOR OF SUPPORT SERVICES, AS HIS DESIGNEE, TO EXECUTE THE APPLICATION AND ALL SUBSEQUENT DOCUMENTATION TO OBTAIN FAA GRANT MONIES AND MATCHING FUNDS. WHEREAS, the FAA District Office has recommended that an application for unencumbered Airport Improvement Program (AIP) Entitlement and Discretionary Grant Funds be submitted as soon as possible; and WHEREAS, there is a significant need to reconstruct the general aviation apron, be reimbursed for purchasing adjacent land for approach protection, construct the Aircraft Rescue and Firefighting Facility, design the rehabilitation of taxiways "A" and "B" and the terminal building expansion, rehabilitate runway signage and install Airport entrance signage; and WHEREAS, the total cost of said projects is estimated at $3,860,000 of which 95 percent is eligible for the aforementioned AIP entitlement and discretionary funds, and approximately 5 percent of which is eligible for funding by Passenger Facility Charges; and WHEREAS, the Airports Manager has recommended that the City apply for a U.S. Department of Transportation, Federal Aviation Administration, AIP Grant in the amount of $3,860,000 to accomplish the project program as outlined in Exhibit "A" a tree copy of which is attached hereto and incorporated herein and to obtain the matching Passenger Facility Charges in the amount of $193,000; and WHEREAS, it is in the best interests of the City of Redding that a Federal AIP Grant be acquired; and NOW, THEREFORE, BE IT RESOLVED that for the projects outlined in Exhibit "A," the City Council of the City of Redding hereby authorizes: 1. The filing of an application for an FAA Airport Improvement Program (AIP) Entitlement and Discretionary Grant in the amount of $3,860,000; and the utilization of Passenger Facility Charges in the amount of $193,000; 2. The City Manager, or Gerard F. Kersten, Director of Support Services, as his designee, on behalf of the City of Redding, to execute the FAA Application form, including the Acceptance of the Grant/Offer, to obtain the necessary FAA funding to complete the projects as identified in Exhibit "A"; and 3. The City Clerk to attest the signature of the City Manager, or Gerard F. Kersten, Director of Support Services, as his designee, and to impress the official seal of the City of Redding on the aforesaid documentation, when appropriate.
