HomeMy WebLinkAboutReso 2004-018 - Public LibraryRESOLUTION NO. 2004-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE USE OF REDEVELOPMENT FUNDS TO ASSIST WITH THE DEVELOPMENT OF A PUBLIC LIBRARY WHEREAS, the City Council of the City of Redding adopted Ordinance No. 1552 on July 20, 1981, approving and adopting the Redevelopment Plan (the "Redevelopment Plan") for the. Canby-Hilltop-Cypress Redevelopment Project; WHEREAS, the City Council adopted Ordinance No. 1942 on November 6, 1990, approving and adopting the Amended Redevelopment Plan for the Canby-Hilltop-Cypress Redevelopment Project, which added certain area to the Original Project and replaced the Original Plan in its entirety; and WHEREAS, the Redevelopment Plan provides for the planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any combination of these, of property both inside and outside of the Project Area, necessary to carry out the Plan; and WHEREAS, the City Council and the County of Shasta plan to construct a Public Library on publicly owned land next to the Canby-Hilltop-Cypress Project Area; and WHEREAS, the Agency desires to contribute funds received from the sale of Agency-owned surplus property in the Canby-Hilltop-Cypress Redevelopment Project to assist with construction of the Public Library. NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows: 1. The above recitals are tree and correct. In connection with the proposed use of redevelopment funds for construction of the Public Library: a. The public improvements are of benefit to the Project Area; b. No other reasonable means of financing the public improvements are available to the community; and The payment of funds for the development of the public improvements will assist in the elimination of blighting conditions within the Canby-Hilltop- Cypress Project and is consistent with the Project Area's adopted Implementation Plan. I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a Regular Meeting of the.
