A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING A BOUNDARY EXPANSION FOR THE SHASTA METRO
ENTERPRISE ZONE.
WHEREAS:
A. On August 21, 1990, the City Council adopted Resolution No. 90-421 approving entering
into a Memorandum of Understanding (MOU) between the County of Shasta, the Cities of Redding and
Anderson, and the Economic Development Corporation of Shasta County (EDC) for the purpose of:
1. Assuring their mutual and common understanding of the intent of each party to use
their best efforts, subject to the continued availability of financing, to continue and complete long-term
programs and projects to attract private sector investment to the area proposed for enterprise zone
designation; and
2. Agreeing to submit a joint application to the California Department of Commerce for
an enterprise zone designation pursuant to California Government Code Section 7073 and Administrative
Code Sections 5601 through 5636;
B. On November 6, 1991, final designation of the Shasta Metro Enterprise Zone (Zone) was
awarded by the Department of Commerce;
C. On June 2, 1992, the City Council adopted Resolution No. 92-247 approving entering into
a First Amendment to the MOU to expand the objectives of the parties, setting forth a cost-sharing formula
between the participating agencies, and establish an Enterprise Zone Policy Board (Board) to review
boundary expansion proposals;
D. On April 6, 1993, the City Council adopted Resolution No. 93-96 approving the expansion
of the boundaries of the Zone to include 13 areas comprising 1.1 square miles located within the County of
Shasta and the City of Redding;
E. On October 5, 1993, the City Council adopted Resolution No. 93-356 approving the
expansion of the boundaries of the Zone to include 72 acres located within the City of Redding;
F. On October 4, 1994, the City Council adopted Resolution No. 94-292 approving entering into
a Second Amendment to the MOU to add the City of Shasta Lake as a participating agency and a member
of the Board;
G. On October 21, 1997, the City Council adopted Resolution No. 97-185 approving the
expansion of the Zone to include 108 acres located within the City of Redding;
H. The Board currently consists of one representative from each of the County of Shasta, the
Cities of Anderson, Redding, and Shasta Lake, the Private Industry Council, and the Economic Development
Corporation of Shasta County, and a seventh member elected at,large by the other six members. The Board
reviews and monitors the progress and activities of the Zone, and makes such recommendations thereon as
it deemsappropriate to the applicants;
I. Section 5618 of the Enterprise Zone Program Regulations states that enterprise zones may
be expanded by up to 15 percent during the life of the zone; and Section 5618(b. 1) requires each jurisdiction
to adopt a resolution when agreeing to the expansion of the enterprise zone area;
WHEREAS, on November 20, 2003, the Board reviewed and approved a request to include
additional industrial and/or commercial territory within the Zone as follows: 206 acres within the City of
Redding; 54.83 acres within the City of Shasta Lake; 8.73 acres within the City of Anderson; and 863 acres
within the County of Shasta;
WHEREAS, the County of Shasta and the Cities of Anderson, Redding, and Shasta Lake have
agreed to the expansion of the boundaries of the Zone, as recommended by the Board; and
WHEREAS, a notice inviting public comment on the draft negative declaration was published in
the Redding Record Searchlight on December 26, 2003, and no comments were received during the 21-day
review period.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding that:
The City Council has reviewed and approved the negative declaration for the expansion of the Zone
to include the 206 acres located within the City of Redding as depicted in Exhibit A, attached hereto
and incorporated herein by reference, and finds that an environmental impact report is not necessary.
The City Council agrees to the expansion of the boundaries of the Zone, as recommended by the
Enterprise Zone Policy Board, to include the areas depicted in Exhibits A-G, attached hereto and
incorporated herein by reference. The expansions will not exceed the 15 percent expansion limit
during the life of the Zone.
I HEREBY CERTIFY that the foregoing resolution approving a boundary expansion for the Zone
was introduced, read, and adopted at a regular meeting of the City Council of the City of Redding on the
20th day of January 2004 by the following vote:
