A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING DETERMINING THAT THE PARKVIEW BRIDGE
PROJECT WAS DEFERRED AND THE "NO BUILD"
ALTERNATIVE WAS SELECTED DURING THE DISCLOSURE
PROCESS OF THE NEPA PHASE OF THE PROJECT.
WHEREAS, on December 4, 2001, the City Council of the City of Redding directed staffto defer
the Parkview Bridge project ("Project") and remove it from the list of projects programmed in the 1998
State Transportation Improvement Program ("STIP"); and
WHEREAS, the Parkviexv Bridge was programmed as 'a new Sacramento River crossing to
mitigate traffic congestion; and
WHEREAS, current traffic studies show that the Project will not reduce traffic congestion
significantly at this time; and
WHEREAS, the General Plan adopted by the City Council in October 2000 lowered the acceptable
Level of Service to "D" at river crossings; and
WHEREAS, future traffic patterns and demands may warrant the Project to help alleviate traffic
congestion.
NOW, THEREFORE, IT IS RESOLVED that the City Council has determined that the Project
was deferred, and that the "no build" alternative was selected during the discovery process of the
environmental phase of the Project because the "Purpose and Need" requirements of NEPA could not be
met at this time.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a regular
meeting of the City Council on the 2nd day of DecembeR003, by the following vote:
