A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN
APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING
AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE EXTERIOR
ACCESSIBILITY GRANTS FOR RENTERS (EAGR) PROGRAM; THE
EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH
FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED
DOCUMENTS NECESSARY TO PARTICIPATE IN THE EAGR PROGRAM.
WHEREAS, the City of Redding (City), a municipal corporation of the State of California,
wishes to apply for and receive an allocation of funds through the Exterior Accessibility Grants for Renters
Program(hereinafter referred to as "EAGR Program"); and
WHEREAS, the California Department of Housing and Community Development
(hereinafter referred to as "HCD") has issued a Notice of Funding Availability (NOFA) for the EAGR
Program established by Chapter 4 Section 53533(a)(5)(B) of Part 11 of Division 31, Health and Safety Code
(the statute). Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies
made available by the passage of Proposition 46, the Housing and Emergency Shelter Trust Fund Act of
2002 to the EAGR program, subject to the terms and conditions of the statute and the EAGR Program
Guidelines adopted by HCD on October 1, 2003; and
WHEREAS, the City wishes to submit an application to obtain from HCD an allocation of
EAGR funds in the amount of $250,000.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding:
Approves the filing of an application to participate in the EAGR Program in response to the NOFA
issued on October 6, 2003, which will request a funding allocation for the following activities:
For local assistance funds of up to $250,000 to provide grant funds to lower-income
tenants with disabilities and qualifying rental property owners for the purpose of
making exterior modifications to rental housing located in the City of Redding.

If the application for funding is approved, the City of Redding hereby agrees to use the EAGR funds
for eligible activity in the manner presented in the application as approved by HCD and in
accordance with program guidelines cited above. It also may execute any and all other instruments
necessary or required by HCD for participation in the EAGR Program.
Authorizes the City Manager or his designee to execute the application, the Standard Agreement, and
all other documents required by HCD for participation in the EAGR Program, and any amendments
thereto.
IHEREBY CERTIFYthat the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council of the City of Redding on the 4th day of November 2003 and was duly
adopted at said meeting by the following vote:
