A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDiNG AUTHORIZING PARTICIPATION IN THE
CENTRAL VALLEY PROJECT CORPORATION
MEMBERSHIP AGREEMENT
WHEREAS:
A. The City of Redding and other Preference Power Customers have responded to a number of
crises in the funding of federal activities to prevent erosion of the benefits of the Central Valley Project
power contract.
B. The City of Redding actively participates in Western Area Power Administration's (Western)
Purchase Power and Wheeling Program and the Operation and Maintenance Funding Program.
C. The implementation of the January 1, 2005, Western contract and other changes may result in
the need for alternative funding mechanisms.
D. Northern California Power Agency determined that establishment of a new 501(c)(3) not-for-
profit corporation would meet the needs of accessing tax-exempt financing and the ability to engage in
funding projects and legislative advocacy.
E. Central Valley Project Corporation (CVP Corp) Membership Agreement will create and
administer a purchase power and wheeling advance collection program and a Central Valley Project
Improvement Act restoration funding program.
F. It is the recommendation of the Redding Electric Utility staff that the City Council authorize.
the City of Redding's participating in the CVP Corp Membership Agreement.
IT IS HEREBY RESOLVED by the City Council of the City of Redding that:
1. The City Council believes it is in the best interests of the City of Redding to actively pursue
the CVP Corp Membership Agreement.
2. The Mayor of the City of Redding is hereby authorized and directed to sign the CVP Corp
Membership Agreement.
3. The City Manager or his designee of the City of Redding is hereby authorized to execute
Exhibits to the CVP Corp Membership Agreement that may be approved from time to time by the CVP
Corp's Board of Directors and are determined to be beneficial to the City of Redding.
4. The Electric Utility Director of the City of Redding is hereby authorized to act on all matters
before the CVP Corp on behalf of the City of Redding to provide for the preservation and enhancement of
the benefits of power contracts administered through Western.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a
spec±al meeting of the City Council on the 5th day of August2003 by the following vote:
