HomeMy WebLinkAboutReso 2003-092 - Redding Electric SystemRESOLUTION NO. 2003- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING A RENEWABLES PORTFOLIO STANDARD FOR THE CITY OF REDDING ELECTRIC SYSTEM. WHEREAS: A. Senate Bill 1078 (SB 1078) became law on January 1, 2003, wherein said legislation modified the California Public Utilities Commission's Code requiring governmental entities to: Implement and enforce a renewable portfolio standard to encourage renewable resources; Report annually to customers the money spent on renewables from Public Benefits Program's funds; and Report annually the resource mix used to serve customers. B. In developing its Resource Portfolio, the City of Redding (Redding) has stressed renewable resources, customer application of renewable resources, efficiency improvement, and environmental stewardship. C. Redding has consistently supported the development and enhancement of hydro electric renewable resources through its development of the Whiskeytown hydroelectric project and an ongoing participation in the funding support for improvement to the Central Valley Project. D. Redding routinely informs its electric customers of the annual expenditures for renewable and conservation projects that are funded from Public Benefits Program's funds. E. On a quarterly basis Redding informs its electric customers of the resource mix 'used to provide electric service. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT: A. The Renewables Portfolio Standard for Redding shall meet or exceed a standard of twenty percent (20%) of Redding's annual energy needs to be provided by Renewables Resources by 2017, where such resources shall include: All Redding-owned or purchased hydro electric energy. Renewable technology developed at the retail customer location as a part of the City's Public Benefits Program. Feasibility investigation and future development, consistent with the need for additional energy supplies: a.. Solar thermal technology b. Development of municipal solid waste gasification facilities. c. Other renewable resource technologies that may prove to be economically and environmentally feasible. The development of all new renewable programs shall be supported by the City's Public Benefits Program and generally funded within the existing retail rate ,structure where such development shall not increase overall retail electric rates in any year by more than two percent (2%). Provide Redding Electric .Utility's customers with an annual report of the expenditures for renewable and conservation programs that are funded :['rom all sources, including Public Benefits Program's funds. o Continue to provide Redding Electric Utility's customers with quarterly re:ports of the resource mix used to provide electric service to Redding. Further, approximately $150,000 of available funds from the fiscal year 2003 budget will be reallocated within the REU budget to provide initial funding for the renewables development process.
