LANDSCAPE MAINTENANCE DISTRICT "A"
A RESOLUTION OF 'rilE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REP ORT OF THE ENGINEER AS FILED, AND DECLARING
ITS INTENTION TO:
(i) REDESIGN VARIOUS PARCELS WITHIN UNIT 3, OF THE HIDDEN HILLS
SUBDIVISION IN AREA 8 OF THE DISTRICT; AND
(2) LEVY AND COLLECT ASSESSMENTS FOR FISCAL YEAR 2003-2004
PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972..,
COMMENCING WITH SECTION 22500 OF THE STREETS AND,
HIGHWAYS CODE.
WItEREAS:
A. The City Council heretofore ordered the consolidated formation of La!~dscape
Maintenance District "A" (Distrct) under authority granted by the Landscaping and Lighting Act
of 1972, as set forth in Part 2 of Division 15 of the Streets and Highways Code of the ',State of
California.
B. The purpose of the Distrrict is to. provide maintenance to those landscaping
improvements required within the public rights-of-way by the conditions of development approval
of the subdivisions contained therein.
C. Minor improvements are proposed for fiscal year 2003-2004.
D. The Engineer has filed his Report with the City Clerk pursuant' to Streets and
Highways Code Section 22565, et seq.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT::
The Report of the Engineer, as filed, is hereby approved.
2. It is the intention of the City Council to:
(a)
Annex Lots 117-510-001-117-510-040 inclusive of Unit 3 of the Hidden Hills
Subdivision into Area 8 of the District. These lots will replace the R1 lot, which was
previously undeveloped. The developer has signed a Petition and Consent for the
annexation, and a waiver of the proceedings pursuant to Streets and Highways Code
Section 22608.

Levy and collect assessments for fiscal year 2003-2004 equally amongst all the lots
and remaining parcels that encompass the District, which lots and remaining parcels
are more particularly described in the location maps, on file with the City Clerk,
except that it shall, not impose an assessment upon a federal or state governmental
agency or another local agency.

The Report of the Engineer, on file with the City Clerk, contains a full and detailed
description of the improvements, the boundaries of the District-including the areas proposed
to be annexed in-and any zones therein, and the proposed assessments upon the assessable
lots and remaining parcels within the District.
The existing improvements for each subdivision in the District are set forth in Part G of the
Engineer's report, on file with the City Clerk, under the column entitled "Landscape
Description."

The general locations of the lots and remaining parcels in the District are set forth in Part G
of the Engineer's Report, on file with the City Clerk, under the column entitled
"Access/Location."

Minor improvements areproposed for fiscal year 2003-2004. Onlycosts for the maintenance
of landscaping, miscellaneous lighting, mulching, vandalism, repairs to the irrigation system,
electric and water charges, replacement of vegetation as necessary, removal of trimmings,
rubbish, debris, maintenance of the detention basin, and other improvements to re~nove or
cover graffiti, administrative costs, painting of any walls, and such other maintenance and
incidental expenses as are authorized by Streets and Highways Code Sections 22526 and
22531, will be assessed.
A public hearing will be held on Tuesday, June 3, 2003, at the hour of 7:00 p.m., or as soon
thereafter as the matter re.ay be heard, in the City Council Chambers located at 777 Cypress
Avenue, Redding, California, to address the proposed annexation of the additional territories
to the District and the levy of the proposed assessment for fiscal year 2003-200,4. The
proposed assessment for fiscal year 2003-2004 of $29.46 is the same as last year's
assessment.
I HEREBY CERTIFY that the foregoing resolution of intention was introduced,
read and adopted at a regular meeting of the City Council on the 20th day of May, 2003, by the

LANDSCAPE MAINTENANCE DISTRICT "A"
Fiscal Year 2003-2004
INTRODUCTION
This report has been prepared and is submitted for consideration by the Redding City Council
under the authority of the Landscaping and Lighting Act of 1972 (Act) as set forth in Part 2 of
Division 15 of the California Streets and Highways Code.
The engineeCs report is required by the (Act) for the formation, annexation of territory, and
levying of assessments for district maintenance. The draft report is presented to the City Council
for review prior to the public hearing on the assessment district. Following the public hearing,
the City Council may approve the engineer's report or modify it by way of the City Council's
administrative record.
The engineer's report addresses the annual maintenance of landscape within District "A" and
consists of eight parts as follows:
PART A. A location map for each area, showing all the parcels of real property within this
assessment district. The map is keyed to Part C by assessment number.
PART B. An estimate of the cost of the improvement or maintenance.
PART C. An assessment of the estimated cost of the improvement or maintenance for each
benefitted lot or parcel within the assessment district.
PART D. An estimate for district capital improvements and landscape enhancement.
PART E. An analysis of benefit to the properties being assessed.
PART F. A statement of the method by which the undersigned has determined the amount
proposed to be assessed against each lot or parcel.
PART G. A list of the parcel numbers of the real property within this assessment district as
shown on the last equalized assessment.roll for taxes or as known to the Clerk.

Part D. Capita/Improvements and Landscape Enhancement
For Fiscal Year 2003-2004, $0 (no additional funds) will be budgeted, as there is already $31,027
in the account for purposes of providing a funding source for significant landscape repairs due
to vandalism, acts of nature, and repairs due to aging and degenerating landscape facilities over
and above the unscheduled expenses in Part B, Item 4. The funding source is intended to
maintain landscape integrity into the future and be used for rate stabilization.
Part E. Analysis of Benefits of Properties Being Assessed
Without the maintenance of the detention pond, it could overflow its banks and flood downstream
properties. Without the landscaping, the unpaved strip of land between the curb and sidewalk
and the property line would become overgrown with weeds. This public right-of-way usually
contains a sidewalk and an unpaved area for underground utilities.
A landscape corridor adjacent to a subdivision adds to the pleasant appearance of the
neighborhood. The landscaping cuts down on glare from street traffic and has some noise-
buffering benefits. It can also reduce the potential for crime because it is a visual statement that
local residents take pride and are concerned about their neighborhood, which implies residents
are watchful.
Landscape reduces the chance for blight, because it establishes an example of landscape
maintenance for the residents of the neighborhood to measure their own yard maintenance
efforts. It inhibits the spread of neighborhood blight, which can invade an area by starting from
the interior or exterior of a subdivision. Finally, it adds to the marketability of each lot within a
subdivision, which is one of the reasons assessed owners purchased their lot in the beginning.
These, then, are the benefits conferred on each assessed lot of a district. The benefits in effect
protect the neighborhood's welfare.
In order to spread the cost of maintenance equally, the City must make some general, uniform
assumption of benefit for lots within a district or zone of benefit. Otherwise, the cost per lot
would be too high, and the district could not exist. Also, the law does not require lots to be
contiguous to the benefit or landscape, only that the assessment be fairly distributed across all
lots in proportion to the benefit. This report assumes a uniform benefit and assessment over all
lots for the reasons noted above.

Part F. Method of Apportionment of Assessment
The annual assessment per lot is calculated by adding all costs associated with the necessary
maintenance to sustain the integrity of the landscape improvements within District "A" and
divided equally among the lots to be assessed.
Cumulated delinquent payments for District "A" as of June 30, 2002 amount to $5,844.

Part H. Improvements
Plans and specifications for the improvements within the district are on file in the Department
of Development Services. The plans depict the irrigation system, plant materials, and other
landscape appurtenances. The plans and specifications are hereby incorporated into 'this report
by reference.
