A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING ADOPTING COUNCIL POLICY NO. 1411, FIRE
HYDRANT SER VICES 0 UTSIDE THE INCORPORA TED
AREA OF THE CITY OF REDDING.
WHEREAS:
A. The City Council is charged with the responsibility of establishing municipal policies to
guide the various functions of the City and, where necessary, to establish procedures by which
functions are performed.
B. In response to a request from fire agencies, the City Council has determined that
allowing fire hydrants outside the incorporated area of the City of Redding, as provided herein, is in
the City's interest under certain terms and conditions.
C. The City Council wishes to provide staff with guidelines and requirements for City fire
hydrants located outside the incorporated area of the City, the Buckeye County Water District, or the
Quartz Hill Road Water District. This policy will apply where a City water main runs through
unincorporated areas of the County within the public right-of-way.
THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 1411
entitled Fire Hydrant Services Outside the Incorporated Area of the City of Redding, a copy of
which is attached and made a part hereof, to be incorporated in the Council Policy Manual.

Background
The City Council adopted City Council Policy 1401, which generally discourages City services outside
the incorporated area of the City unless certain factors are in evidence. In response to a request from fire
agencies, the City Council has determined that allowing fire hydrants outside the incorporated area of
the City, as provided below, is in the City's interest under certain terms and conditions.
Purpose
The purpose of this policy is to set forth the City's guidelines and requirements for City fire hydrants
located outside the incorporated area of the City, the Buckeye County WaterDistrict, or the Quartz Hill
Road Water District. This applies where a City water main runs through unincorporated areas of the
County within the public right-of-way.
Polic_v
The City Council will consider a request by a property owner oUtside the incorporated area of the City
to install a fire hydrant in a public right-of-wayadj acent to their property on a case-by-case basis, subject
to the following conditions:
1. The request must be made by the property owner for new or existing construction.
2. The County Fire Warden shall concur in the installation.
3. A hydrant shall be installed at the owner's sole expense. If installed as part of a City
construction contract, it shall be charged at cost plus a 10 percent handling fee.
4. The fire hydrant shall be located within a public right-of-way.
5. The owner shall pay a monthly service fee based on the formula attached hereto. This may be
increased annually by the City Council based on cost increases.
6. In the event the owner does not pay the installation cost or the monthly service fee, the City at
its option may remove the hydrant or place a lien on the property to recover the cost.
7. Only one monthly service bill will be sent to the owner of the property. The City will not bill
tenants or provide multiple bills for one property.
8. The use of the proPerty for which the hydrant is being installed shall be' consistent with the
Redding General Plan, and all required permits by the County have been obtained.
9. All work to install the hydrant will be done by City forces, the City's agent, or by a licensed
contractor with an encroachment permit issued by the City.
10. In the event the fire hydrant needs replacement or becomes damaged, the owner agrees to repay
the City the cost of replacing the hydrant.
11. The hydrant shall, not be used for water service, dust control and grading, or any other use other
than emergency fire flows.
12. An agreement shall be entered into between the City and owner to implement the policy.

13. The agreement shall be valid as long as the hydrant would be in use or until the property is
annexed into the City.
14. The property owner agrees to support annexation to the City if and when annexation is proposed.
15. All appropriate encroachment permits shall be obtained to install a hydrant.
16. The hydrant shall meet City standards for type, installation, and spacing.
Procedure
· A request for a fire hydrant outside the incorporated area of the City under this policy shall be filed
with the Water Utility.
· "Phc Water Utility shall submit the request to the City Council for consideration using a model
.. agreement approved by the City Council.
· If approved by the City Council, an agreement shall be executed between.the owner and the City.
· The location, design, and installation of the hydrant shall be inspected by the City's Engineering
Department through an encroachment permit (filed with both the City and County).
· Once installed according to City standards, the hydrant may be used for emergency fire flows
pursuant to the executed agreement and payment of all installation and monthly service fees.
· Fees for service shall be billed monthly by the Customer Service Utility.
· If the hydrant is not installed within two years of when the agreement is executed, the agreement
shall become null and void.
· The City Council will set fees for service, enter into fire hydrant service agreements, plan check, and
encroachment permits, to recover the City's costs.
