HomeMy WebLinkAboutReso 2003-009 - Schedule of FeesRESOLUTION NO. 2003-t0 ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING ITS SCHEDULE OF FEES AND SERVICE CHARGES TO ADD A NEW MONTHLY FEE FOR PROVIDING FIRE HYDRANT SERVICE OUTSIDE THE INCORPORATED AREA OF THE CITY OF REDDING. WHEREAS: A. On October 4, 1988, by Resolution 88-364, the City Council adopted a Schedule of Fees and Service Charges (Schedule), which has been subsequently amended from time-to-time. B. Pursuant to said resolution, the City Manager is authorized and directed to revise, supplement and maintain the Schedule so that it will be, to the greatest extent possible, a comprehensive list of fees for City permits and services; and that a fee that is not on the Schedule will not be invalid but should be made a part thereof at the earliest possible time. C. It is the desire of the City Council that all City services be self-supporting and not subsidized as to their operational costs by revenues raised through the imposition of ad valorem taxes or other sources of revenue. D. In response to a request from fire agencies, staff has recommended that the Schedule be amended for the Municipal Utilities Department, Water Utility Division, to include the following monthly fee for fire hydrant service outside the incorporated area of the City of Redding: Service Charge Fee Demand Charge $ 9.94 Maintenance Cost $11.50 Billing/Collection Charge $ 3.00 Surcharge/Monthly Service Fee x 1.5 $12.22 Total Monthly Fee $36.66 E. A public meeting on the proposed new monthly fee was held on this date prior to the adoption of this resolution. NOW, THEREFORE, the City Council of the City of Redding FINDS, DETERMINES and RESOLVES as follows: 1. With respect to the proposed new monthly fee set forth above, the City Council finds and determines that: a. The new fee is reasonably related to or is less than the cost of providing the specific service for which the fee is to be charged, and is necessary to cover the City's costs of providing the service. b. The provisions of the California Environmental Quality Act do not apply to the new fee, which is for the purpose of meeting operating expenses or a portion thereof. c. The proposed new fee will not exceed the governmental costs in providing said service in fiscal year 2002-2003. 2. That the City's Schedule of Fees and Service Charges be amended to include the new monthly fee for fire hydrant service outside the incorporated area of the City of Redding, to cover the City's costs of providing the service. 3. On the first day of July, 2003, and on every July 1 thereafter, said fee shall automatically increase by an amount equal to the latest published annual increase in the Consumer Price Index (CPI) for All Urban Consumers, mid-size western cities.
