A RESOLUTION OF THE CITY COUNCIL OF Tile CITY OF REDDING
COMMENDING ROBERT BLANKENSHIP FOR 30 YEARS OF OUTSTANDING
DEDICATED SERVICE TO THE CITY OF REDDING
WHEREAS, Robert Blankenship began his career in law enforcement November 22, 1972
as a City of Redding Police Officer; and
WHEREAS, during Robert Blankenship's 30-year service
Department, he was promoted through the ranks of Police Sergeant,
Captain and achieved the title of Chief of Police in 1988; and
with the Redding Police

WHEREAS, in his fourteen year tenure as Chief of Police, ChiefBlankenship's pro-active
position on policing and public safety is evidenced by the many programs he has instituted or
participated in such as:
Aggressive Gang Identification/Suppression Program to educate the community on
gang awareness
Community-Oriented Policing and Problem Solving (COPPS) Program
School Resource Officer Program
Group Home Task Force
Abandoned Vehicle Abatement Program
Parolee/Probation Efforts to reduce the number of parolees released to Redding
Implementing the "Megan's Law" Program locally to identify sex offenders'
locations in the City; and
WHEREAS, Chief Blankenship has also demonstrated and been recognized for his
outstanding leadership through service in such organizations as the California Superior Court
Strategic Planning Committee, President of the California Police Chiefs Association, member of the
California Attorney General's Law Enforcement Advisory Committee and Policy Council on
Violence Prevention, Chair of the California Department of Social Services Group Home Law
Enforcement Task Force, and member of the Shasta County Youth Violence Prevention Council to
name a few; and
WHEREAS, ChiefBlankenship has also been the recipient of many public accolades such
as a proclamation from California Governor Gray Davis declaring February 5, 2002, "Bob
Blankenship Day," the Shasta County Citizens Against Racism "Law Enforcement Personnel"
award, and Shasta County Women's Refuge 1986 "Man of the Year;" and
WHEREAS, in performance of his duties and responsibilities, ChiefBlankenship has always
served the City of Redding with pride, professionalism and distinction; and
WHEREAS, Chief Blankenship has earned the respect of the Police Department and the
community because he has always made the right decision rather than the popular decision.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby expresses its deep appreciation to Police Chief Robert Blankenship for his dedication,
enthusiasm, and the countless and long- lasting contributions he has made to Shasta County, the City
of Redding and its citizens.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular
meeting of the Redding City Council of the City of Redding on the 3rd day of December 2002, and
was duly adopted at said meeting by the following vote:
