A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE USE OF REDEVELOPMENT FUNDS TO ASSIST WITH
CERTAIN PUBLIC IMPROVEMENTS ON BECHELLI LANE AND SOUTH
BONNYVIEW ROAD ASSOCIATED WITH THE DEVELOPMENT OF THE
BLUE SHIELD CUSTOMER SERVICE AND CLAIMS PROCESSING
CENTER.
WHEREAS, the City Council of the City of Redding adopted Ordinance No. 1552 on
July 20, 1981, approving and adopting the Redevelopment Plan (the"Redevelopment Plan") for the
Canby-Hilltop-Cypress Redevelopment Project;
WHEREAS, the City Council adopted Ordinance No. 1942 on November 6, 1'990,
approving and adopting the Amended Redevelopment Plan for the Canby-Hilltop-Cypress
Redevelopment Project, which added certain area to the Original Project and replaced the Original
Plan in its entirety; and
WHEREAS, the Redevelopment Plan as amended on November 6, 1990, provides.for the
planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any
combination of these, of property both inside and outside of the Project Area, necessary to carry out
the Plan; and
WHEREAS, Blue Shield of California is developing a customer service and claims
processing center at the comer of Bechelli Lane and South Bonnyview Road; and
WHEREAS, the above-noted site is immediately adjacent to the Canby-Hilltop-Cypress
Project Area, and certain public improvements associated with the proposed development meet the
criteria for redevelopment; and
WHEREAS, the Agency desires to contribute tax increment funds received from the Canby-
Hilltop-Cypress Redevelopment Project to assist with the public improvements.
NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows:
1. The above recitals are true and correct.
In connection with the proposed use of redevelopment funds for certain public
imProvemenis associated with the Blue Shield project:
a. The public improvements are of primary benefit to the Project Area;
No other reasonable means of financing the public improvements are
available to the community;
The payment of funds for the development of the public improvements will
assist in the elimination of blighting conditions within the Canby-Hilltop-
Cypress Project and is consistent with the Project Area's adopted
Implementation Plan; and
The provision of the public improvements is necessary to effectuate the
purposes of the Redevelopment Plan for the Canby-Hilltop-Cypress
Redevelopment Project Area.
I HEREBY CERTIFY that the' foregoing resolution was introduced, read, and adopted at
a Regular Meeting of the City Council on the 19'h day of November 2002 by the following vote:
