A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE USE OF REDEVELOPMENT FUNDS TO ASSIST WITH
CERTAIN IMPROVEMENTS ON CYPRESS AVENUE ASSOCIATED VVITH
DEVELOPMENT OF THE SAFEWAY FOOD AND VEHICLE FUEL
CENTER, AND MAKING FINDINGS WITH RESPECT THERETO.
WHEREAS, the City Council of the C!ty of Redding adopted Ordinance No. 974 on
July 3, 1968, as amended by Ordinance No. 1173 on August 5, 1974, Ordinance No. 1295 on
November 19, 1976, and Ordinance No. 1299 on December 20, 1976, approving and adopting the
Redevelopment Plan (the "Redevelopment Plan") for the Midtown Project No. 1, California R- 120;
and
WHEREAs, the City Council adopted Ordinance No. 1923 on July 17, 1990, approving and
adopting the Amended Redevelopment Plan for the Market Sireet Redevelopment Project, which
added certain area to the Original Project and replaced the Original Plan in its entirety; and
WHEREAS, the Redevelopment Plan as amended on July 17, 1990, provides for the
planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any
combination of these, of property bothjnside and outside of the Project Area, necessary to carry out
the Plan; and
WHEREAS, Safeway, Inc., is redeveloping three parcels at the comer of Cypress Avenue
and Market/Pine Streets into a new 50,000-square-foot store and vehicle fuel center; and
WHEREAS, the above-noted parcels are located within the Project Area, and certain public
improvements associated with the renovation of the parcels meet the criteria for redevelopment; and
WHEREAS, the Agency desires to contribute tax inc~-ement funds received from the Market
Street Redevelopment Project to assist with the public improvements.
NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows:
1. The above recitals are true and correct.
In connection with the proposed use of redevelopment funds for certain public
improvements associated with the' Safeway renovation project:
a. The public improvements are of primary benefit to the Project Area;

No other reasonable means of financing the public improvements are
available to the community;
Co
The payment of funds for the development of the public improvements will
assist in the elimination of blighting conditions within the Market Street
Project and is consistent with the Project Area's adopted Implementation
Plan; and
The provision of the public improvements is necessary to effectuate the
purposes of the Redevelopment Plan for the Market Street Redevelopment
Project Area.'
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at
a special meeting of the City Council on the 15th day of October 2002 by the following vote:
