THE CITY COUNCIL OF THE CITY OF REDDING DC}ES ORDAIN AS FOLLOWS: Section 1. Findings of Faot: The City Council of the City of Redding finds and declares as follows: The costs associated with the operation and maintenance of the City's water system were established in 2001 and adopted by Ordinance No. 2283. The costs associated with the operation and maintenance of the City's sewer system were es~ablished in 2002 and adopted by Ordinance No. 2291. Since the date of adoption of these Ordinances, the costs of operating and maintaining a water and wastewater system have increased; and it has become apparent that the charges being collected were insufficient to fund the costs associated with delivering the services. Therefore, a committee of informed citizens and staff members undertook the study of these costs and their adequacy to fund both the present day and future maintenance and operations. This committee found that future costs of maintaining and operating the system were not being met by the current rate structure and increases are necessary to meet specific forecasted funding requirements. Based on that committee's recommendation, the following charges have been calculated to approach sufficiently funding the forecasted funding requirements. The fees, as set forth below, are no greater than those necessary to cover the actual costs of operating and maintaining the water and wastewater services. Se~:tion 2. Redding Municipal Code Chapter 14,08, I/~ater,' is amended as follows: 14.08.315 Charges and rates. A service fee and other non-development related fees in connection with the water distribution system shall be paid to the City, as follows: A. Fire Hydrant Rental Private (per hydrant): $5.00 fixed monthly service charge Public (per hydrant): None For the purpose of this section, "private fire hydrant" means a hydrant which (1) services private property, and (2) is not located within a public right-of-way. 5. Private fire protection service lines: The monthly service charge will be the higher of the two charges - either the private fire protection service line charge or the hydrant rental charge. 6. Exception: The monthly service charge shall not apply to fire sprinkler systems for single-family residential dwellings. B. Development-related charges (i.e. connection charges and front footage charges) are established by RMC 16.20.080. Section 3. Redding lqunicipal Code Chapter ! 4. ! 6, Sewers, is amended as follows: 14.16.240 Sewer service charges. A. B. The following classes of users shall be established: 1. Class I. Residential Users. a. Single-family dwellings shall be assessed at the rate of one household equivalent per dwelling unit. b. Multiple-family dwellings, including apartments, condominiums, residence hotels and mobile home parks shall be assessed at the rate of fifty-three percent of one household equivalent. 2. Class II. Users that discharge a wastewater similar in strength to that of domestic wastewater. a. Users that discharge essentially all water used as measured by a water meter installed by the city shall be assessed a fee per thousand gallons of water used. b. Users that discharge only a portion of the volume of water used as measured by a water meter installed by the city shall be evaluated at the discretion of the city manager or at the request of the user, and an equitable charge shall be assessed. The charge may consist of: i. a household equivalent value averaged over the entire year, or ii. a yearly constant charge based on the vol',ume of water used during each of certain months Of the year. Users in this class may include those that (a) use a significant volume of water for irrigation or evaporative cooling; (b) use a significant volume of water in product processing, manufacturing, or storage that is not discharged to a public sewer; (c) have a highly seasonal discharge, including overnight campers and trailer parks and transient mobile-housing units such as hotels and motels; or (d) consist of more than one user on a single water service. If there develops a disagreement with regard to the charge to multiple users on a single water service, the city manager may require individual meters to be installed. Should it be impractical to install individual meters, the city manager may assign charges based on like uses in the city. 3. Class Ill. Users that discharge a wastewater greater than domestic wastewater in strength. a. Industrial users that do not use a substantial volume of water in product manufacturing or processing shall be assessed a fee per thousand gallons of water used as measured by a meter installed by the city, or shall be assessed a fee per household equivalent discharged in which water use or household equivalent value is determined by Class II dischargers. b. Industrial users that use a substantial volume of water during manufacturing or processing shall be assessed a fee per household equivalent discharged based on periodic monitoring of water quality and quantity. c. Food preparation facilities charged on the basis of water consumption: multiply the appropriate amount from Table 4 RMC Section 14.16.240 A4 (Charge Based on Water Consumption) by 1.24. d. Food preparation facilities charged on the basis of household equivalents: multiply the appropriate amount from Tal~Ic 3 RMC Section 14.16.240 A3 (Charge Based on Household Ecluivalents) by 1.24. 4. Class IV. Users that have no prior history of water use. These users shall be evaluated on a case-by-case basis by the public works director, and an equitable monthly charge shall be assessed for a maximum of twelve months. The assessment shall be based on methods used to assess charges for Class II and Class Iii. Dischargers shall be reassigned to another class as appropriate. Section 4. The passage of this ordinance is not a "project" according to the definition in the California Environmental Quality Act, and therefore is not subject to the provisions requiring environmental review. Section 5. This ordinance shall take effect 30 days after the date of its adoption, and the City Clerk shall certify to the adoption thereof and cause its publication according to law.
