SUBJECT RESOLUTION NUMBER POLICY NUMBER EFFECTIVE DATE PAGE PARKING LOT AND STREET FRONTAGE LANDSCAPING POLICY 89-93 1801 03/21/89 1 BACKGROUND The City of Redding requires the installation of street-frontage landscaped planters , and landscaped planters and shade trees within parking lots with the issuance of a building permit or other discretionary permits such as a use permit , site-plan review, or variance . Defining some of these requirements , howev- er, leaves room for interpretation. In order to develop a consen- sus on City policy regarding certain "grey areas , " the following issues need to be addressed: 1 . Does landscaping within the public right-of-way count toward satisfying the planter-width requirement? 2 . Does landscaping within required street-frontage planters count toward satisfying the minimum percentage of landscaping required in parking lots? 3 . Do trees planted within perimeter street-frontage planters • count toward satisfying the minimum number of shade trees per parking space requirement within parking lots? PURPOSE It is the purpose of this policy to clearly delineate the respon- sibilities of owner/developers with respect to meeting the City ' s minimum landscape standards pertaining to street frontage and parking lot landscaping . POLICY The following shall be the policy of the City of Redding with regard to street-frontage landscaped planters , and landscaped planters and shade trees within parking lots: 1 . Landscaping within a public right-of-way shall not count toward meeting the minimum planter-width requirement along a street frontage . 2 . Minimum planter widths established in the zoning code or in a specific development permit shall be measured from the proper- ty line and not from the back of the sidewalk. 3 . If the sidewalk along the street frontage is not adjacent to the property line , the area between the back of the sidewalk • and the property line shall be landscaped to match the adja- cent on-site planter . Landscaping in required street-frontage planters shall count toward satisfying the minimum percentage of landscaping required in parking lots ; however , if the sidewalk is not adjacent to the property line , the landscaping between the back of the sidewalk and the property line shall not be counted. 5 . Trees planted in required street-frontage planters shall not count toward satisfying the minimum number of shade trees per parking space requirement within parking lots . • 410 • CR 0049
