Background
The City of Redding operates a Resource Recovery Facility to collect trash, recyclables, and materials
that are considered hazardous or improper to place in a landfill. Occasionally some of these materials
are still useable or could be used by public agencies in the city. Related to this is a State mandate to
reduce materials going to the landfill, even though it is more expensive to recycle than to bury
materials.
Purpose •
This policy is to establish guidelines for the disposal, sale, or reuse of recycled materials in order to
lower the City's costs at the landfill, to reduce customer costs in meeting State waste diversion
mandates, and to reduce operating costs of public agencies that provide services within Redding.
Policy
It is the policy of the City Council that recycled materials or other manufactured or assembled products

that have a remaining useful life shall be dealt with in one of the following ways:
I. Sold to a buyer of bulk recycled materials.
2. Sold at a public auction.
3. Given to a public agency providing services within Redding.
Procedure
As materials are dropped off at the transfer facility to be recycled or at the Household Hazardous Waste
Facility to be disposed of, a determination will be made as to whether or not the goods, product, or
material can be classified for bulk sale, auction,or used by a public agency. These determinations shall
be made by the Solid Waste Director or his designee.
Once a determination is made, the materials or product shall be disposed of by:
I. Sale to a buyer of bulk recycled materials.
'_. Sold "as is" at public auction with the buyer being responsible for hauling the materials
away.
3. Given "as is" to a public agency that provides services within Redding.
Proceeds received from the sale or auction of recycled goods shall be treated as solid waste revenue
and used to fund solid waste operations, maintenance, or capital improvements at the transfer facility.
