',+,- RESOLUTION NO. 2007 - 124 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING THE GENERAL PLAN DIAGRAM OF THE CITY BY ADOPTING GENERAL PLAN AMENDMENTS GP A-7-03, GP A-3-04, AND GPA-9-06, INVOLVING PROPERTIES IDENTIFIED AS ASSESSOR'S PARCEL NO. (APN) 203-160-019,16989 CAMPO CALLE, 950, 959, 960, 979, 980, AND 985 CANYON CREEK ROAD, WHICH CONSIST OF THE REMOVAL OF THE PLANNED EXTENSION OF CANYON CREEK ROAD, THE MODIFICATION OF THE PRIMARY GROWTH BOUNDARY, AND CHANGING THE LAND USE DESIGNATION FROM "RESIDENTIAL, 1 TO 5 ACRES" TO "RESIDENTIAL, 2 TO 3.5 UNITS PER ACRE" (GP A-7-03 AND GP A-3-04), AND CHANGING THE LAND USE DESIGNATION ON PROPERTIES IDENTIFIED AS 11106 AND 11075 CAMPERS COURT FROM "RESIDENTIAL, 6 TO 10 DWELLING UNITS PER ACRE"; "RESIDENTIAL, 2 TO 3.5 DWELLING UNITS PER ACRE; AND "GREENWAY" TO "RESIDENTIAL, 6 TO 10 DWELLING UNITS PER ACRE" AND "GENERAL COMMERCIAL." WHEREAS, following the required public hearing, the City Council of the City of Redding determined that the General Plan Diagram be amended by incorporating therein the changes contained in General Plan Amendments GP A-7-03, GP A-3-04, and GP A-9-06, involving properties identified as Assessor Parcel Number (APN) 203-160-019,16989 Campo Calle, 950, 959, 960, 979, 980, and 985 Canyon Creek Road, and 11106 and 11075 Campers Court as follows: GP A-7-03 and GP A-3-04 1. The removal of the planned extension of Canyon Creek Road from properties identified as APN 203-160-019, 16989 Campo Calle and 950, 959, 960, 979, 980, and 985 Canyon Creek Road and 11106 and 11075 Campers Court. 2. Modify the Primary Growth Boundary to include properties identified as APN s 203-160-019 and -001,204-440-004, 005, and 013, 16929,16935, 16936,16942, 16943, 16945, 16946 Campo Calle and 5013 Placer Road. 3. Changing the land use designation on a 10.6-acre portion of APN 203-160-019 and a 14-acre portion of 16989 Campo Calle from "Residential, 1 to 5 acres" to "Residential, 2 to 3.5 dwelling units per acre." GPA-9-06 Changing the land use designation of properties at 11106 and 11075 Campers Court from "Residential, 6 to 10 dwelling units per acre"; "Residential, 2 to 3.5 dwelling units per acre; and "Greenway" to "Residential, 6 to 10 dwelling units per acre" and "General Commercial." ~ 3 j e e ~ WHEREAS, following the required notice in accordance with law, the City Council held a public hearing and carefully considered the evidence at the hearing; and WHEREAS, the street design of the proposed Westridge III and Westridge II Subdivisions will satisfy the intended purposes of the Canyon Creek Road extension by providing additional public- street access to the Country Heights Subdivision and connection to Placer Street; and WHEREAS, it is the intent of the Council at a subsequent hearing to consider dissolving the Canyon Creek Road Traffic Impact District and address disposition of collected fees in accordance with Chapter 16.20 of the Redding Municipal Code; NOW, THEREFORE, IT IS RESOLVED that the City Council, having reviewed and approved the Environmental Impact Report EIR-2-03, and also having reviewed the Mitigated Negative Declaration stating that the Lakeridge PD project has no substantial impact upon the environment and an Environmental Impact Report is not necessary, stating that with mitigation the Westridge Master Plan project has no substantial impact upon the environment, hereby amends the General Plan Diagram of the City of Redding by incorporating therein the changes contained in General Plan Amendments GP A-7-03, GP A-3-04, and GP A-9-06, as shown on the maps attached and made a part hereof. IT IS FURTHER RESOLVED, by the City Council ofthe City of Redding that this resolution shall not have the force and effect of law and shall not become effective unless and until Ordinance No. 2390 shall be introduced, adopted, and thereafter becomes legally effective pursuant to the terms provided for in that ordinance.
