RESOLUTION NO. 2007 - 120
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CERTIFYING THE COMPLETENESS AND ADEQUACY
OF ENVIRONMENTAL IMPACT REPORT EIR-2-03, ADOPTING THE
CANDIDATE FINDINGS FOR PROJECT APPROVAL, AND
ADOPTING THE MITIGATION MONITORING AND REPORTING PROGRAM
FOR THE WESTRIDGE MASTER PLAN AND ANNEXATION AREA PROJECT
WHEREAS, the City of Redding, as lead agency for the Westridge Master Plan Project (Project),
has conducted the following environmental review for the proposed Project:
1. A Notice of Preparation of a Draft Environmental Impact Report (DEIR) was circulated for
review and comment on February 18, 2005; and
2. A Notice of Completion of aDEIR was circulated for review and comment on May 19, 2006;
and
3. A public hearing was conducted by the Planning Commission on the DEIR on June 27,2006.
Notice of that hearing included a letter notice to all property owners within 1,000 feet of the
project boundary and publication in the Reco~d Searchlight; and
4. After closure of the public comment period, all comments received were summarized and
addressed in writing. Responses specific to local and State agencies were mailed directly to
those agencies on March 1,2007; and
5. Written comments on the DEIR by State and local agencies and individuals and responses to
comments were included in the Final Environmental Impact Report (FEIR); and
6. A public hearing was conducted by the Planning Commission on the FEIR on May 22, 2007.
Notice of that hearing included a letter to all public agencies and persons that submitted
comments on the DEIR and to all property owners within 1,000 feet from the project boundary
and publication in the Record Searchlight; and
7. The Planning Commission, at the conclusion of its May 22, 2007, hearing, adopted Planning
Commission Resolution No. 2007-03, recommending that the City Council certify FEIR-2-03
and adopt the Mitigation Monitoring and Reporting Program; and
8. A public hearing was conducted by the City Council on FEIR-2-03 on June 19,2007. Notice
of that hearing included a letter to all public agencies and persons that submitted comments on
the DEIR and to all property owners within 1,000 feet from the project boundary and
publication in the Record Searchlight; and

WHEREAS, the DEIR identified significant and potentially significant environmental impacts, and
WHEREAS, the DEIR also identified mitigation measures and concluded that all the potential
impacts would be reduced below the level of significance through incorporation or implementation
of these mitigations, and
. WHEREAS, comments received during the review process resulted in minor revisions to the DEIR
text, but did not necessitate substantive revisions to or need for additional mitigations; and
WHEREAS, comments received during the review process did not produce any evidence that the
project would result in significant impacts to the environment.
NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of Redding, based upon
the entire record of the environmental review for the Westridge Master Plan and Annexation Area
Project, that the following findings are appropriate and proper to support the approval of: (1) Final
Environmental Impact Report EIR-2-03; (2) Annexations AN-I-04 and AN-3-04; (3) General Plan
Amendments GPA-7-03 and GPA-3-04; (4) Rezoning RZ-II-03; (5) Tentative Subdivision Map
S-4-04; and (6) Tentative Subdivision Map S-19-03:
1. Finds that the FEIR has been completed in conformance with the California Environmental
Quality Act.
2. Finds that the FEIR was presented to the City Council and the City Council has reviewed and
considered the information contained in the FEIR.
3. Finds that in response to written comments received for the FEIR, minor corrective or clarifying
revisions were made as contained in the Errata of the FEIR.
4. Finds that there is no substantial evidence that the project as proposed, together with the
mitigations listed in the FEIR, will have a significant effect on the environment.
5. Finds that the FEIR reflects the City's independent judgment and analysis.
6. Approves the CEQA Candidate Findings attached herein (Exhibit A).
7. Adopts the Mitigation and Monitoring Program attached herein (Exhibit B).
IT IS FURTHER RESOLVED that the City Council ofthe City of Redding, based upon substantial
evidence in the administrative record and FEIR-2-03, hereby certifies the attached FEIR-2-03 is
complete and in compliance with the California Environmental Quality Act of 1970 (California
Public Resources Code Section 21000, et seq.) and the State guidelines thereto (California Code of
Regulations Section 15000, et seq.); that the report adequately addresses the potential environmental
impacts associated with the project; that the report reflects the independent judgment of the City of
Redding as Lead Agency; that the information contained in said report, together with any comments
received during the public-review process, has been reviewed and considered by this Council and
further adopts the Candidate Findings and the Mitigation Monitoring and Reporting Program.

CANDIDATE FINDINGS
INTRODUCTION
The California Environmental Quality Act (CEQA) requires that no public agency shall approve or
cany out a project for which an Environmental Impact Report has been completed which identifies
one or more significant effects thereof unless such public agency makes one or more of the following
findings:
1. Changes or alterations have been required in, or incOlporated into, the project which avoid or
substantially lessen the significant environmental effect as identified in the Final EIR.
2. Changes or alterations are within the responsibility and jurisdiction of another public agency
and not the agency making the finding, and such changes have been adopted by such other
agency or can and should be adopted by such other agency.
3. Specific economic, legal, social, technological, or other considerations make infeasible the
mitigation measures or project alternatives identified in the final EIR (Cal. Pub. Res. Code
Section 21081).
In addition to describing the disposition of the various significant effects identified in the EIR, the
findings must also explain why the project alternatives described in the EIR are not being selected
for implementation.
The Redding Municipal Code (Section 18.14.070) requires that, prior to approval of any use pennit,
the Planning Commission make findings concerning consistency with the General Plan and Zoning
Code and the project not being detrimental to the health safety and general welfare.
The following Findings pertaining to CEQA and the City Zoning Code have been submitted to the
administrative record for the project. They are attached to allow readers of this report an opportunity
to review the potential reasons for approving the project.
PROJECT DESCRIPTION
In summary, the project consists of a proposal to subdivide approximately 401 acres to create
potentially 296 single-family residential homes, a neighbomood park consisting of approximately
20 acres, and open-space areas. The project site is generally located northeasterly of Power Line
Road, easterly of Placer Road, and westerly of the Canyon Creek Road tenninus at Blazingwood
Drive. The project will involve a General Plan amendment, a rezoning, two subdivision maps, a
prezoning, and an annexation request. In addition, the General Plan amendment includes the
removal of Canyon Creek Road between Placer Road and Blazingwood Drive from the General Plan
Circulation Element. Two subdivisipn maps would create 198 residential lots (132 lots requested
by Greenview Development and 66 lots requested by Guiton, Getboth, and Guiton). The Master
Plan includes a request for annexation of 52.58 acres known as the Greenview Annexation,
consisting of two parcels located east of Placer Road at the main entrance to the project. The two
subdivision maps are substantially consistent with that studied with EIR-2-03.

CONCLUSIONS OF THE EIR
The Final EIR evaluates the following environmental isslles in relation to the project: Geology, Soils
and Hazardous Materials, Hydrology andW aterQuality, Air Quality , Transportation and Circulation,
Biological Resources, Noise, Community Services, Utilities and Service Systems, Visual Resources,
Light and Glare, Cultural Resources, and Recreation, along with the cumulative effects of these
impacts. The Final EIR identifies feasible mitigation measures that reduce all potential
environmental impacts to a less-than-significant level.
CEQA FINDINGS
The following findings are made pursuant to Public Resources Code Section 21081 and Title 14 of
the California Code of Regulations, Section 15091 and 15093 (State CEQA Guidelines).
Public Resources Code Section 21081 (a) - Findings-Feasible Mitigation Measures
Pursuant to Public Resources Code Section 21081 (a), the City, having reviewed and considered the
information contained in the Final EIR for the project, the public record, and the administrative
record finds, pursuant to CEQA and that State CEQA Guidelines, that changes or alterations have
been required in, or incorporated iIito, the project which mitigate, avoid, or substantially lessen the
potentially significant direct environmental effects as identified in the Final EIR with respect to the
following:
Impact 4.3.1:
Implementation of the project would require extensive grading and site
preparation, which may increase soil erosion and affect slope stability.
Findings:
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings :
(1) Mitigation Measures 4.3.1(a) through (e) will require the developer to properly grade and
. prepare the site in order to reduce soil erosion. Additionally, the developer is required to
implement erosion-control measures based on an approved Erosion and Sediment control
Plan, prepared by a licensed engineer.
(2) Implementation of the mitigation measures described above will reduce the impact to a
less-than-significant level as defined by CEQA. A grading plan and Erosion and Sediment
Control Plan will be approved by the City Engineering Department before construction.
Impact 4.3.2:
According to the City of Redding General Plan Environmental Impact
Report" the hazard from seismically triggered landslides is considered to be
significant only within the westernmost part of the urban area."
Findings:
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources C.Qde Section 21081, with
respect to the above-identified effect.

Facts Supporting the Findings:
(1) Mitigation Measures 4.3.2(a) through (c).will require setback of structures from the edge
of slopes, specific design of retaining walls, and earthen cuts and fills.
(1) Implementation of the mitigation measures des~ribed above will reduce the impact to a
less-than-significant level as d~finedby CEQA. A grading plan will be approved by the
City Engineering Department before construction.
Impact 4.4.1:
Findings:
Development of the Westridge Master Plan area will increase stormwater
runoff rates generated by the project site when compared with existing
conditions.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.4.1 requires the developer to provide the City with a drainage report
and improvement plans that demonstrate on-site drainage improvements will reduce the
impact of stonnwater runoff rates to a level that is less than significant.
(2) Implementation of the mitigation measure described above will reduce the impact toa
less-than-significant level as dermed by CEQA. The plan will be approved by the City
Engineer before construction.
Impact 4.4.2:
Findings:
The proposed development of the Westridge Master Plan area will introduce
constituents typically associated with urban development into stormwater
runoff generated within the Master Plan area. Concentrated discharges of
site runoff from development areas may also increase the potential for
erosion to occur in local areas downslope from points of discharge.
The City hereby makes finding (a)(l), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.4.2 requires the developer to provide a site drainage plan prior to
improvement plan approval that shall include adequate provisions for erosion control at
points of discharge for runoff generated within development areas.
(2) Implementation of the mitigation measure described above will reduce the impact to a
less-than-significant level as defined by CEQA. The plan will be approved by the City
Engineer 'before construction.

Impact 4.4.3:
Findings:

Project-related vegetation removal, excavation, grading, and other
construction activities involving ~lope and soil disturbance may impact
water quality by increasing the potential for erosion and sedimentation.
Slope and soil disturbance associated with construction activities may cause
accelerated soil erosion and sedimentation and/or the release of pollutants
to adjacent creeks and wetlands.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measures 4.4.3(a) through (c) require the developer to comply with the
requirements of the State General Construction Activity Storm Water Permit and the City
of Redding 's Clearing, Grading, Fills and Excavation Ordinance. Additionally, the project
site is required to incOlporate stormwater quality provisions set forth per the City's Storm
Water Quality ImproveI?ent Plan and the statewide general permit.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defmed by CEQA.
Impact 4.5.1:
Findings:
Construction activities, such as clearing, excavation and grading operations,
construction-vehicle traffic, and wind blowing over exposed earth, would
generate exhaust emissions and fugitive particulate matter emissions that
would temporarily affect local air quality for adjacent land uses.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measures 4.5.1(a) through (c) require the developer and all' successors to
implement dust mitigation mea~ures and receive approval of an operation plan by the
SCAQMD and the City for use of all h.eavy-duty off-road vehicles.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.5.4:
Findings:
Existing and future land use development in the northern Sacramento
Valley Air Basin would result in cumulative impacts to air quality. Project
emissions exceed the Level "A" Threshold for application of SMM and
BAMM,.but not.Level "B."
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.

Facts Supporting the Findings:
(1) Mitigation Measure 45.4 requires the implementation of Standard Mitigation Measures
and feasible Level "A" Best Available Mitigation Measures identified by the Air Quality
Element of the Redding General Plan.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.6.1:
Findings:
Development of the West Ridge Master Plan project would increase traffic
at sufficient volume to cause the LOS to decline below City standards.
The City hereby makes finding (a)(I), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:

(1) Mitigation Measures 4.6.1(a) and (b) reqUIre the developer to construct road
improvements.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defmed by CEQA.
Impact 4.6.2:
Findings:
Development of the West Ridge Master Plan project and all other short-term
and long-term development would increase traffic at sufficient volume to
cause the LOS to decline below City standards under cumulative conditions.
The City hereby makes finding (a)(I), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.6.2 requires the developer to construct or pay mitigation fees.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described a~ove will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.1:
Findings:
Disturbance to the vernal pools and/or intermittent pools could result in
adverse impacts to vernal pool fairy shrimp and vernal pool tadpole shrimp
if these species are present.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
~ection 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.

Facts Supporting the Findings:
(1) Mitigation Measure 4.7.1 requires the developer to conduct a USFWS protocol-level
survey for the vernal pool fairy shrimp and vernal pool tadpole shrimp within suitable
habitats occurring within the proposed project site or assume the species are present.
Additionally, if species are detected or the presence of the species is assumed in-lieu of
conducting surveys and proposed activities will result in direct or indirect impacts to
potential habitat, this mitigation includes the requirement for fonnal consultation wIth the
USFWS and preservation credits in specific mitigation banks.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.2:
Findings:
Direct disturbance (e.g., removal, trinuning) to the elderberry shrubs or
activities within 100 feet of the elderberry shrubs could result in adverse
impacts to valley elderberry longhorn beetle if this species is present.
The City hereby makes finding (a)(l), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measures 4.7 .2(a) and (b) require the developer to avoid construction activities
within 100 feet of the elderberry shrubs. Additionally, this mitigation provides measures
that need to be implemented if avoidance is not practicable.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.3:
. Findings :
Development of the proposed project could result in adverse direct or
indirect impacts to Central Valley steelhead and Central Valley fall/late fall-
run chinook salmon.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measures 4.7 J(a) through (c) require the developer to comply with specific
construction technics and practices, which includes restricting activities that increase the
erosion potential.
(2) The measures will be adopted as conditions of project approvaLand enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.

Impact 4.7.4:

Disturbance to the intermittent creeks could result in adverse impacts to
foothill yellow-legged frog if this svecies is present.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above'-identified effect.
Facts Supporting the Findings:,
(1) Mitigation Measure 4.7.4 requires the developer to have a qualified biologist survey the
proposed disturbance areas within 48 hours prior to any disturbance within suitable habitat
for foothill yellow-legged frog and lists specific measures if the species is.detected.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.5:
Findings:
Disturbance to the vernal pools and intermittent pools could result in
adverse impacts to western spadefoot toad if this species is present.
The City hereby makes fmding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.7.5 requires the developer to have a qualified biologist perform a
preconstruction survey if suitable habitats for western spadefoot toad are to be removed
from October through April and lists specific measures if the species is detected.
(2) The measures will be adopted as conditions of project approval and enforCed by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.6:
Findings:
Disturbance to the intermittent creeks could result in adverse impacts to the
northwestern pond turtle.
The City hereby make~ finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.7.6 requires the developer to have a qualified biologist survey the
proposed disturbance areas within 48 hours prior to any disturbance within suitable habitat
for northwestern pond turtle and lists specific measures if the species is detected.
(2) The measu.res will be adopted as conditions of project approval ~i.nd enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defmed by CEQA.

(1) Mitigation Measures 4.7.7(a) through . (c) limit the developer to specific construction
activities outside of the nesting season, require. the developer to have a qualified biologist
survey the proposed disturbance areas if activity is proposed during the nesting season, and
list specific measures if the species is detected..
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.8:
Findings:
Development ofthe proposed project could result in impacts to waters of the
U.S. and wetland habitats.
The City hereby makes finding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect. '
Facts Suoporting the Findings:
(1) Mitigation Measures 4.7.8(a) and (b) require the developer to submit the final U.S.
delineation report to the USACE for verification and requires the developer to comply with
specific measures to avoid impacts to U.S. jurisdictional waters. Additionally,
implementation of specific measures is required if avoidance is not practicable.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.9:
Development of the proposed project would result in impacts to valley
foothill riparian habitat.
The City hereby makes finding (a)(1), as stated in State. CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
Findings:
(1) Mitigation Measures 4.7 .9(a) through (c) require the developer to design the road crossing
and comply with particular construction methods to avoid aI'lQ minimize removal of
riparian vegetation to the maximum extent practicable. Additionally, the developer is
subject to particular measures if a loss of woody riparian vegetation is unavoidable.

Furthermore, the developer is required to implement a monitoring and maintenance
program developed by a qualified biologist to .7nsure successful revegetation of removed
woody riparian vegetation. .
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.11: Development of the proposed project would result in the loss of breeding
and foraging habitat for common and special-status wildlife species and may
result in indirect impacts to these species.
Findings: The City hereby makes rmding (a)(1), as stated in State CEQA Guidelines
Section 15091 and as required by Public Resources Code Section 21081, with
respect to the above-identified effect.
Facts Supporting the Findings:
(1) Mitigation Measure 4.7.11 requires the streetlights to be shielded and directed downward
to the street.
(2) The measures will be adopted as conditions of project approval and enforced by the City.
Therefore, implementation of the mitigation measures described above will reduce the
impact to a less-than-significant level as defined by CEQA.
Impact 4.7.15: Development of the proposed project along with other development in the
Q.edding area and surrounding foothill regions would result in cumulative,
adverse effects to aquatic resources associated with the Canyon Creek

MITIGATION MONITORING PROGRAM CONTENTS
This document is the Mitigation Monitoring Reporting Pr.ogram (MMRP) for the Westridge Master
Plan and Annexation Area Project. The MMRP includes d brief discussion of the legal basis for
and the purpose of the program, discussion and direction regarding complaints about
noncompliance, a key to understanding the monitoring matrix. and the monitoring matrix itself.
LEGAL BASIS OF AND PURPOSE FOR THE MITIGA TION.MoNITORING PROGRAM
California Public Resources Code Section 21081.6 requires public agencies to adopt mitigation
monitoring or reporting programs whenever certifying an environmental impact report (EIR) or a
mitigated negative declaration. This requirement facilitates implementation of all mitigation
measures adopted through the California Environmental Quality Act (CEQA) process.
The MMRP contained herein is intended to satisfy the requirements of CEQA as they relate to the
Draft Environmental Impact Report (EIR) for the Westridge Master Plan and Annexation Area
Project. It is to be used by the City of Redding staff, participating agencies, project contractors
and mitigation monitoring personnel during implementation of the project.
The Draft Environmental Impact Report for the Westridge Master Plan and Annexation Area
Project presents a detailed set of ,fnitigation measures that will be implemented throughout the
lifetime of the project. Mitigation measures. as defined byCEQA Guidelines Section 15370, are
measures that do any of the following:
. Avoid impacts altogether by not taking a certain action or parts of an action.
. Minimize impacts by limiting the degree or magnitude of the action and its implementation.
. Rectify impacts by repairing, rehabilitating or restoring the impacted environment.
. Reduce or eliminate impacts over time by preservation and maintenance operations during the
life of the project.
. Compensate for impacts by replacing or providing substitute resources or environments.
The intent of the MMRP is to ensure the effective implementation and enforcement of adopted
mitigation measures and permit conditions. The MMRP will provide for monitoring of construction
activities as necessary, on-site identification and resolution of environmental problems. and
proper reporting to Agency staff.
The timing elements of mitigation measures and definition of the development process have
been provided in detail throughout this MMRP to assist existing and future City staff by providing
the most usable monitoring document possible. .
RESPONSIBILITIES AND AUTHORITY
The City of Redding will have primary responsibility for the operation and implementation of the
MMRP. The City will be responsible for the following activities:
. Coordination of monitoring activities.
. Direction of the preparation and filing of compliance reports.
. Maintenance of records concerning the status of all mitigation measures.

The City will also have the responsibility of implementing the. mitigatiqn me.asures. for which it has
been identified .as the primary enforcement and monitoring agent. Other agencies or persons
which have been identified .as enforcement and monitoring agents for specific mitigation
measures will be responsible for implementing these me.asures.
MONITORING PERSONNEL.
The City of Redding bears responsibility for ensuring that the mitigation me.asur~s in this
document are implemented. The City reserves the right to hire technical experts and
professionals to help in evaluating compliance. These may include but are not limited to
biologists, archaeologists and planning professionals. Some of the measures will be .assigned to
the contractor .as part of the scope of work.
MONITORING MATRIX
The tables within the MMRP identify the mitigation measures proposed for the Westridge Master
Plan and Annexation Area Project. These mitigation measures are reproduced from the
Westridge M.aster Plan and Annexation Area Project Draft Environmental Impact Report. The
tables have the following columns:
. Mitigation Measure: Lists the mitigation measures identified within the Yuba Highlands
Specific Plan Project Draft Environmental Impact Report for a specific impact, along with
the number for each measure as enumerated in the Draft Environmental Impact Report.
. TIming: Identifies at what point in time, review process or phase the mitigation measure
will be completed.
. Agency jDepartment Consultation: References the person or agency with which
coordination is required to satisfy the identified mitigation meaSure.
. Verification: Spaces to be initialed and dated by the individual designated to verify
adherence to a specific mitigation measure.
NONCOMPLIANCE COMPLAINTS
Any person or agency may file a complaint asserting noncompliance with the mitigation
measures associated with the project. The complaint shall be directed to the City in written form,
providing specific information on the asserted violation. The City shall conduct an investigation
and determine the validity of the complaint. If noncompliance with a mitigation measure has
occurred, the City shall take appropriate action to remedy any violation. The complainant shall
receive a written response indicating the results of the investigation or the final action
corresponding to the particular noncompliance issue.
