BACKGROUND
In November 1987, the City Council approved a policy with regard to the City's legislative position. The
policy was amended in May 1997 to reflect the practice in place at the time.
PURPOSE
To establish the guidelines to be followed by City Council members, commission members, officers, and
employees of the City of Redding in supporting or opposing legislation.
POLICY
The official position of the City of Redding on any bill or other legislative matters will be developed in
accordance with the parameters described below:
1. City Council approval is required prior to the City of Redding taking an official position on any bill or
other legislative matter if it is deemed to be controversial or if the City Council's position is
• unknown.
2. The Mayor may state the City of Redding's official position on bills and other legislative matters
when an immediate response is required and/or when the City Council's position is known. In such
cases, a report will be made to the City Council about the response at the earliest possible
opportunity.
3. The City Manager or his designee may state the City of Redding's official position on routine and
noncontroversial matters, e.g., budget issues, administrative regulations,grant applications,etc.
The City Manager shall determine the appropriate level of response.
Except as provided for above, no City Council member, commission member, officer, or employee of the
City of Redding will take a position on legislation in a manner that conveys the impression of an official
position on the part of the City.
This policy is not intended to preclude individuals from taking an individual position on legislation, so
long as it does not appear to represent official City business.
