HomeMy WebLinkAboutReso 2007-059 - Redding Municipal Airport e e , RESOLUTION NO. 2007 - 59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF TWO FEDERAL GRANT APPLICATIONS FOR ENTITLEMENT AND DISCRETIONARY AIRPORT IMPROVEMENT PROGRAM (AlP) GRANT MONIES TO ACCOMPLISH CAPITAL PROJECTS AT THE REDDING MUNICIPAL AIRPORT AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE THE APPLICATION AND ALL SUBSEQUENT DOCUMENTATION TO OBTAIN FAA GRANT MONIES AND MATCHING FUNDS. WHEREAS, the F ederal Aviation Administration (FAA) District Office has recommended that two applications for unencumbered Airport Improvement Program (AlP) Entitlement and Discretionary Grant funds be submitted as soon as possible; and WHEREAS, there is a significant need to reimburse the City's General Fund for the purchase of land for Airport-approach protection, explore alternatives for possible modifications to the Terminal Building Rehabilitation/Expansion Feasibility and Concept Design (Phase II), rehabilitate Taxiways "A" and "B," purchase an FOD Boss Sweeper and 4 x 4 Truck, fund the construction of a new Aircraft Storage Hangar Taxilane and Westside Taxilane, and extend Municipal Boulevard; and WHEREAS, the total cost of said projects is estimated at $3,315,000, of which 95 percent is eligible for the aforementioned AlP Entitlement and Discretionary funds and approximately 5 percent of which is eligible for funding by Passenger Facility Charges; and WHEREAS, the Airports Manager has recommended that the City apply for U.S. Department of Transportation FAA AlP grants in the amountof$3,149,250to accomplish the project's program as outlined in Exhibit "A," a true copy of which is attached hereto and incorporated herein, and to obtain the matching Passenger Facility Charges in the amount of$165,750; and WHEREAS, it is in the best interests of the City of Redding that Federal AlP grants be acquired; and NOW, THEREFORE, BE IT RESOLVED that for the projects outlined in Exhibit "A," the City Council of the City of Redding hereby authorizes: ~ 3 , U, -0 e e 1. The filing of two applications for FAA Airport Improvement Program (AlP) Entitlement and Discretionary grants in the amount of$3,149,250 and the utilization of Passenger Facility Charges in the amount of$165,750; 2. The City Manager, or his designee, on behalf of the City of Redding, to execute the FAA application form, including the Acceptance of the Grant/Offer, to obtain the necessary FAA funding to complete the projects as identified in Exhibit "A"; and 3. The City Clerk to attest the signature ofthe City Manager, or his designee, and to impress the official seal of the City of Redding on the aforesaid documentation, when appropriate.
