ORDINANCE NO. 2375
AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 9
(HEAL TH AND SAFETY), CHAPTER 9.12 (EMERGENCY ORGANIZATION
AND FUNCTIONS), BY AMENDING SECTION 9.12.020 (STANDARDIZED
EMERGENCY MANAGEMENT SYSTEM) RELATING TO LOCAL
EMERGENCY AND DISASTER RESPONSE PROCEDURES
WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) has recommended
adoption of a standardized Incident Command System nationwide; and
WHEREAS, the Governor ofthe State of California has directed the Office of Emergency Services
to identify any statutes and regulations that need to be eliminated or amended to facilitate
implementation of the National Incident Management System; and
WHEREAS, the City has developed its emergency organization in accordance with the criteria
established for the Standardized Emergency Management System and wishes to integrate the
National Incident Management System to achieve the efficiency that comes with the utilization of
standardized terminology, standardized organizational structures, interoperable communications,
consolidated action plans, unified command structures, uniform personnel qualification standards,
uniform standards for planning, training, and exercising, comprehensive resource management and
designated incident facilities during emergencies or disasters.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
REDDING AS FOLLOWS:
Section 1. Title 9, Chapter 9.12, Section 9.12.020 (Standardized Emergency Management
System) is hereby amended to read as follows:
9.12.020 Emergency Organization.
The emergency organization of the city shall be developed and administered in accordance
with the criteria established for the Standardized Emergency Management System, as
published by the State of California in Title 19, California Code of Regulations, incorporated
herein by this reference, and in accordance with the criteria established for the National
Incident Management System, as established by federal statute, regulation and policy.
Section 2. The passage of this ordinance is not a "project" according to the definition in the
California Environmental Quality Act, and therefore is not subject to the provisions requiring
environmental review.
Section 3. This ordinance shall take effect 30 days after the date of its adoption, and the City
Clerk shall certify to the adoption thereof and cause its publication according to law.

at a regular meeting on the 17th day of October, 2006; and was duly read and adopted at a regular
meeting on the 7th day of November, 2006, by the following vote:
