RESOLUTION NO. 2007 - 10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING COMMENDING AND HONORING
ALLYN FECI CLARK FOR DISTINGUISHED SERVICE
TO THE CITY OF REDDING
WHEREAS, in March 1999, the City Council appointed Allyn Feci Clark to the elected
position of City Treasurer to fill an unexpired term; and
WHEREAS, in November 2000, Allyn Clark was elected to the position of City Treasurer,
and was re-elected November 2004, providing more than seven years of dedicated service to the
City; and
WHEREAS, during her tenure, Allyn Clark also served the community in many ways
through affiliation and service to the Redding East Rotary, California Elected Womens Education
& Research Association, YMCA Board of Directors, Chamber of Commerce Board, Shasta
Community Health Foundation Board Member, Shasta Regional Community Foundation Investment
Advisory Committee, Greater Shasta Business and Professional Women, Leadership Redding
Steering Committee member; and
WHEREAS, Allyn Clark managed the fiduciary responsibilities for the City of Redding to
maximize the productive use of assets entrusted to her care and to invest and manage those funds
wisely and circumspectly; and
WHEREAS, Allyn Clark provided consistent, superior leadership in the City Treasurer's
Department and implemented the following programs and procedures such as:
· Standardized cash reporting procedures at all City locations
· Established electronic payment options for the public
· Reduced credit card fees from 2.4% to 1.89% - a savings of $70,000 annually
· Established investment policies and procedures to diversify the portfolio and stagger
maturities to meet cash flow demands
· Cured all assessment district bond delinquencies
· Committed to state-of-the-art payment options to better serve the Citizens of Redding
· Expanded the Investment Advisory Committee to include public participation; and
WHEREAS, Allyn Feci Clark executed the role of City Treasurer with pride, integrity and
accountability to the public she served. ./\)

NOW, THEREFORE, BE IT RESOLVED that the City Council, City staff and the City
of Redding pay tribute to a woman respected and admired for her service and dedication to the City
of Redding and the community.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular
meeting of the Redding City Council of the City of Redding on the 6th day of February, 2007, and
was duly adopted at said meeting by the following vote:
