RESOLUTION NO. 2006 - 144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE SUBMITTAL OF AN ENTERPRISE ZONE APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT WHEREAS, the State of California Department of Housing and Community Development, Division of Community Affairs (Department) has released a "Request for Proposals" for new designations in the California Enterprise Zone Program to encourage and facilitate business investment and job development in distressed areas of the State; and WHEREAS, the City of Redding, the City of Anderson, the City of Shasta Lake, the County of Shasta, the Shasta County Private Industry Council, and the Economic Development Corporation of Shasta County desire to submit an application to the State of California Department of Housing and Community Development, Division of Community Affairs, for an Enterprise Zone designation (the "Shasta Metro Enterprise Zone" or "Enterprise Zone"); and WHEREAS, the City Council of the City of Redding finds that the area to be designated as an enterprise zone is a depressed area and that designation of the area as an Enterprise Zone is necessary in order to attract private sector investment to the area; and WHEREAS, the City of Redding hereby satisfies the criteria that an area must meet in order to be eligible for California Enterprise Zone status; and WHEREAS, the City Council of the City of Redding agrees to complete all actions as will be stated within the application that applies to its jurisdiction, should the proposed Shasta Metro Enterprise Zone be awarded designation by the Department as an enterprise zone. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDDING AS FOLLOWS: · The City of Redding supports job development, job creation, and economic development; · The application area is a depressed area and designation ofthe area as an Enterprise Zone is necessary in order to attract private sector investment to the application area; · The City of Redding authorizes the Enterprise Zone application; · The City of Redding authorizes staffing to maintain record-keeping, monthly updates on Enterprise Zone activities, and to discuss those activities with program auditors; I , ". e e '.. . · The City of Redding shall develop a self-evaluation process to measure its progress in meeting its goals and objectives with regard to the Enterprise Zone; and, said process shall be submitted to the Department for review, approval, and inclusion in the Memorandum of Understanding (MOU) prior to final designation of the application area as an Enterprise Zone; · The City of Redding agrees to complete all actions stated within the Enterprise Zone application that apply to its jurisdiction should the proposed Enterprise Zone be awarded designation; and · The City Manager for the City of Redding is delegated authority to sign the Enterprise Zone Application on behalf of the City of Redding, and other documents necessary for establishment of the Enterprise Zone.
